Also, he said that most gas leaks are caused from water heaters being shaken from the pipes. He anchoring suggested them down. Fred May, a state hazard mitigation planner, explained how earthquakes occur. He called the world a giant iigsaw puzzle made up of huge slabs of land mass. The faults in California extend north in Nevada, Utah, Idaho and Montana and account for the earthquakes in these mountain states. Dr. May said that the earthquake on the San Rafael Swell was a combination of a vertical and lateral-typ- e slippage and that activity was recorded at deep as 20 miles down. While little damage was done by the 5.6 earthquake, Dr. May said that quakes of even greater magnitude would do little damage in the rural areas. He offered information about a recent earthquake in central Idaho which measured 7.3 and the epicenter was near the small communities of Challis and Stanley. From his research on that earthquake, Dr. May said a similar earthquake in Emery County could be more destructive to larger populated areas many miles away. However, Emery County would see damage to some buildings, roads, canal systems, water systems and utilities. A look at the information compiled by the University of Utah shows that the epicenter of the earthquake of Aug. 14 was 15 miles south and east of Castle Dale. At the meeting, the exact location was narrowed to a location near Fuller's Bottom. Instruments have been installed to measure continuing activity. Dr. May said that Emery County is full of faults, but most are located to the west of the valley. The faults on the desert are different. He even suggested that the recent earthquakes may not even be the result of fault movement but something else taking place within the earth. Whats down there may be more complex than what we think, he said. Also at the meeting, those present were asked to fill out information sheets to help the CEM evaluate the Ferron earthquake and use that information for earthquake studies and preparation. - ? Kay Bennett, 40, Holden, who UP&L prepares rate cut Utah Power & Light Co. has requested authority from the Utah Public Service Commission to reduce its Utah rates by $1.9 million beginning on Sept. 1,1988. The reduction is made possible by UP&Ls recent efforts to refinance securities that were issued during periods of higher interest rates. It is the first of four promised rate reductions that will pass benefits from the refinancing to customers. An average residential customer will see his annual bill reduced by about $1,50 because of this reduction. Combined with two unrelated rate reductions previously accomplished this year, UP&Ls rates have decreased about 3.25 percent since January. The company has not sought a general rate increase since 1984. Governor nixes wilderness No more wilderness, was Gov. Norman Bangerters response to a tentative proposal by Rep. Wayne Owens which would introduce legislation designating 5,000,000 more acres of Utah land as wilderness area. I am extremely concerned about this proposed legislation, the governor said recently. If we in Utah are not careful, Utah will become land reserved for the few at the expense of the many. I believe that land resources of Utah have great value and must be managed with wisdom and care. maximum The governor went on to say that locking up large tracts of land away from multiple use does not take into account the best interests of the citizens of Utah. At the present time, wilderness areas including the Arizona strip total 800,000 acres with wilderness study areas en- compassing 7,000,000 acres. When this is added to military withdrawals of 2.7 million acres and national parks, monuments and recreation areas of 1.7 million acres, those figures total 35 percent, or 12.2 million acres of federal land in Utah which is locked up in limited use areas. s . Under the merger, which has been approved by shareholders and seven state regulatory commissions, UP&L would reduce its Utah rates by 2 percent immediately. Additional rate decreases of 3 to 8 percent would follow over the next four years. The merger is now awaiting final approval by federal regulatory authorities.
