Anderson had ruled that the statute was a sjtiH law" crafled only for Green River. But the state's high court ruled that the statute outlining the process for county annexations is a valid law, noting that four other cities in the state also straddle county lines. Grand County never certified tiie vote, contending that the state statute requires a majority of registered voters, not a simple majority, in order for the measure to pass.
