Dear Editor, The DWR Division of Wildlife Resources is trying to increase bear hunting permits 50 in the Abajos and La Sals, as well as reinstate the Spring Bear Hunt that environmentalists fought so hard just six years ago to end. Really what thty are doing is finding ways to further exploit the states biggest, healthiest bear population and assure no loss in bear permits after a really tough year for bears, particularly in Southeastern Utah. This year, 60 permits to kill bears w ill be issued for the La Sals and San Juan units Amazingly, creation of the new hunt and the proposed increase in permits wasnt enough for the Southestern RAC, the voting body that is supposed to listen to citizen input They voted to extend the season by a week longer than the DWR recommended despite research showing that a third of the females exit their dens that week (the 3rd week in May ) No female bears on record have ever been killed previous to the 14th of May in Utah, the final proposed day of the Spring hunt, but the highest female fatality week on record is the following week. The justification for the La Sal Spring bear hunt. When asked why a unit with no depredation problem was included in a hunt specifically designed for units which have high bearlivestock depredation rates," the DWRs response was to decrease the number of female bears taken in the hunt." Between the increased permits and extended hunt, MORE females will likely be taken in 2001. The RACs were created to allow public input to wildlife decisions. Just camtwo years ago, a Don by Peays Sportsmen for paign Fish and Wildlife instated a new law requiring a 23rds majority for a citizens initiative concerning wildlife to pass, arguing that science and professional wildlife managers should be calling the shots, not an ignorant citizenry Of course, when science doesnt dictate longer hunting seasons and more permits, theres a lot of shouting about loss of rights, damn Narmintalists, and all the money that trophy hunters pay the DWR for the right to kill our wildlife. (The RAC almost always capitulates.) Now the RACs are the only official, realistic channel for citizen input on wildlife decisions in the state of Utah. Don Peay is also the chairman of the nominating committee for the Wildlife Board, which makes wildlife decisions for the state and oversees the RACs. Smell the taint yet? A coalition of citizens groups will be legally challenging the constitutionality of this law, but until then, we continue to watch the RACs ignore science and bend to the trophy hunters will. Don Peay is at nearly every RAC meeting, and he doesn't often argue science, though he does when it gets what his constituency wants. Is it any wonder Dear T-- I board where she slammed the service agency manager and board VP for trying to dutifully follow procedure for board appointments. If clarification of procedure is needed to enhance cooperation and limit confusion between people trying to do their jobs, hearing the advice, "if the board doesnt like it, theyll just have to get over it," doesn't sound like good "parenting. If this sounds a bit harsh Ms. Schappert, considering it comes from the opinion of the public who helped put you in your job expecting you would listen, offer good sound advice and create some unity, youll just have to get over it. Rene Harmon Readers, Is it not the job, the mandate of the Grand County Council to create a cohesive unity amongst all of the boards, agencies, and special service districts of the county? The Grand County Council could be considered, if you will, a "parent" of these working boards. The "parent" board has the responsibility to oversee the progress of these boards, advise, ofTer direction, lend a hand. (WHACK) Be a good parent. The Wildlife Board will be making a final decision concerning the spring bear hunt and increased permit numbers for the La Sals and Abajos at 9 a.m. Dec. 19 at the DWR headquarters in Salt Lake City. I plan to be there, and will take anyone else willing. We may at least be able to pet the Wildlife Board to stick with the tw o claimed purposes of the resurrected spring bear hunt: reducing livestock depredation and lowering the number of females killed in the hunt.
