French Senate May, Within t- - Short Time, Take Action by Approved Others. By MARK SULLIVAN. C.. Oct. 7, Because WASHINGTON, the writer has found the subject to be one of frequent discussion throughout the country and occasionally of serious misapprehension, it will be useful to state the precise status of 'the naval limitation treaty, the treaty, and the various other treaties and agreements arising out of the Washington conference. The time Is additionally approprt-at- a because It will shortly be exactly a year since the opening of that momentous occasion at Washington, and It Is interesting to examine the fruits of the vent as they now stand. The most serious and frequent of the misapprehensions heard in casual conversation about this subject is a widespread surmise that the scrapping of naval vessels, which was contemplated by the Washington conference, has been held up by recept events at or near Con stantinople, and by the fear of war arising out of those events. It Is trne that the scrapping of ships has been held up, but not fur this reason. The events In the Near East nave no relation whatever to the present admittedly . halting status of ths trestles out of the Washington conferarising ence. The only relation possible to assume as existing between the two lies only In the suspicion that In one degree or ano' er, France, and the strained attitude which France ha toward Great Britain, is the cause of both. J. four-pow- er Difference of Acts. To draw an accurate line In this field Retween what are facts and what are mere suspicions la beyond the scope of the present article, which aims merely to tats chronologically just what has happened to the various treaties arising out of the Washington conference. In doing this, It is desirable, first of all, to ask the reader to bear in mind clearly the differences between the signing of treaties, the ratification ot treaties, and the final ceremony of the exchange of ratifications. AU of the treaties were signed at the time of the conference by the official representatives of ail the natlona that took part. This signing was the closing act on the last day of the conference. After the signing, the first nation to take up the matter of ratification was America. Immediately after the close of the conference President Harding sent the various treaties to the senate. The Senate debated for some weeks and at the end of the debate ratified them with some relatively unimportant reservations. The second nation to ratify the treaties was Japan. At the opening of the conference, Japan was looked upon as the one nation that had the most to lose, and, therefore, the one least likely to enter heartily into the spirit of the conference. How completely unfounded this suspicion about Japan was has been proved by the events as they actually happened. It Is true that during the conference Japan held out stubbornly for the right to maintain a larger navy, relative to the navies of Great Britain and America, than Mr. Hughes aselgned to her. But after some weeks of discussion Japan accepted the ratio of a navy three-fifth- s the else of that of America or that of Great Britain. Aftsr the conference was over, and after the Japanese delegates returned to their home, Japan acted In a way to demonstrate that she meant not only to live up to the letter of the agreements, but to go even further. The head of the Japanese delegation to the conference waa Baron Kato. Almost immediately after h! return to Japan.
