Mrs. Fratis s mission is to awaken a sentiment in favor of better pay for teachers and a presentation of the fact, that unless a fund is raised for that purpose, the educational svstem of the country will not be ahle to survive, Mrs. Fratis say that the demand for trained workera in other lines than education is so great and that the pav is so much better than the present sal aries of teachers, that teachers are leaving the profession for economic rea sons. r The bill, now before cm press, Mrs. Fratis thinks, would solve the problem of educational efficiency by making a department of education a bureau of the government on a par with agriculture, the navv, and other executive branches, together with an endowment for the adequate support of teachers.
