Kevin Johnson Installation Voting Officer With the November 2000 General Election near, and registration deadlines even closer, time is running out for citizens who want to participate in the this years elections. This is why the Secretary of Defense decreed the week of September 9 as Armed Forces Voters Week. This week is the last really safe week to submit a Federal Post Card Application, SF-7Request for Registration and an absentee ballot that meets most state deadlines. Armed Forces Voters Week emphasizes the importance of early action to obtain ballots for presidental election before election deadlines. The Air Force Voting Assistance Program is an ongoing program to help Air Force personnel register to vote at the polls or by absentee ballot. Every unit has one or more Unit Voting Counselors to encourage and assist voter registration by absentee ballot. Air Force members and their family members wanting to register to vote in their home states should contact the Unit Voting Counselors to fill out the Federal Post Card Application to vote by absentee ballot The names of unit voting counselors are listed on the Voter Information link of the Hill AFB website at 3-- 6, www.hill.af.mil. During Armed Forces Voters Week, there will be a voter registration booth with unit voting counselors at 0 the Base Exchange from 9 p.m. to answer ques- a.m.-4:3- emphasizes need for registration tions and help those interested to register to vote by absentee ballot Because the issue of voting residence may be complex, the following are guidelines to help you determine your state of legal residence for voting purposes. Remember that uniformed service personnel and their family members may not arbitrarily choose which state to declare as their legal voting residence without meeting the states residency requirement The voter must have or had physical presence in the state and simultaneously the intent to remain or make the state his or her home or domicile. The voter may only have one legal residence at a time, but may change residency each time he or she is transferred to a new location. The voter must make a conscious decision to change residency; it cannot be done accidentally. There must be certain specific actions which may be interpreted as conscious decisions, such as registering to vote, regtuition or obtaining istering a car, qualifying for in-sta- te a drivers license. Once the residence is changed, a person may not revert new to the previous residence without physical presence and intent to remain or return. Home of Record should not be confused with legal residence. Home of Record is the address a military member had upon entry into the Service. It doesnt change. Home of Record and legal residence may be the same address, and usually are, when a person enters military service. It can remain so even though the person or his or her relatives no longer live at that location, as long as the military member hasnt established a residence elsewhere after entering on active duty. If a military member changes legal residence after entering on active duty, he or she may not revert to claiming the Home of Record as legal residence without physical presence and intent to remain in or return to that state. Family members of active duty military personnel may each have a different legal residence. A spouse does not automatically assume the legal residence of the active duty member upon marriage. The spouse must meet the physical presence and intent to remain or return criteria. Minors typically assume the legal residence of either parent and when they become 18, they also have the option of establishing their own legal residence which can be different from either parent, assuming they have met the guidelines of physical presence and intent to remain or return.
