Let me cone fids by saying run-l- -: uing for Grand County' Attorney is not the same as serving as Grand County Attorney. The job is chal- ' : c. Women. I have the experience and qualifications to be an effective county attorney. I have the determination and persistence necessary for the job. I pledge to treat everyone fairly and to be accessible to everyone who wants to help this community. I am looking forward to the opportunity to serve this county and would urge anyone with questions to please contact me. On November 8, I ask that you allow me the opportunity to serve you as your County Attorney. Sandra Starley Bruce Louthan School Board District 5 Education for the Future of Moab: I believe we need good schools for good kids to succeed. If building a sound infrastructure is important to Moab, then schools should be the foundation to that effort. We need to make sure our schools provide adequate facilities and programs to insure our kids are competitive as they enter the work h school training, place and vocational or college. I want to help 1. lenging and demanding. It requires experience, expertise and commitam I and ment. I belike I have the experience and commitment needed to address 1 provide that foundation for our Future. 2. Firm, consistent caring Discipline: I believe we learn better in an orderly environment with clear expectations, mutual respect and predictable consequences for good and bad behavior. Our Discipline Policy seeks to provide a sound basis for principals and teachers to maintain a productive learning environment. I want to help continue to refine and improve our district-wid- e discipline program. 3. Education as a Partnership . with the Home: I believe that neither the school nor the home, alone, can fully educate the child today. With so many two career families this may be hard, but it is more essential than ever that parents and teachers get to know each other and work to support each other in helping the child. Without wanting to undermine - personal responsibility or parental authority, we need to forge partnerships, formally through the PTA and individually, to meet our childrens needs. As they say in one part of West Africa, It tikes a whole village to raise a child. We need to forge such a caring partnership in our community. It is not always easy but it is worth it. 4. Meeting Individual Needs: I believe we can do more (though not everything) to meet the special needs of individuals, whether gifted and talented or physically or learning disabled. Many programs dropped several years ago when state funding disappeared are now being reestab post-hig- 6. I believe that the school board is the main place to get what we need for our childrens education and we can do that cheaper together than individually. To do that, the school board needs our support for any major commitments - like bond issues. Many costly programs are forced on schools by state and federal unfunded mandates and and other programs are optional (sort of!) through matching funds, so we dont have total cost control locally. But the fact still remains, if we want to give our kids sound, modem facilities, we alone decide that - the Community Impact Board does not make grants just for schools. I believe we all want to lished but we must do more to meet our local needs. The new Alternate High School program is helping many students who have gotten off track in the regular program. But we need to put more computer and other teaching tools into the hands of the regular teachers also to ensure flexibility in delivering education in a variety of learning styles so that all kids will be strengthened and -- achieve academic success to their full potential. Our new 2nd Monday early release program is designed to provide some of these tools through key inservice training. And e reduction voted leeway the tax you passed in 1990 has helped significantly. I am committed to continue to find new ways to do this. 5. Attracting, Building and Keeping Good Staff: I believe that nobody becomes a teacher just for the money or we would not have so in the business many world. We must pay decent, competitive salaries to get and keep good help. This is especially true now that Moab has become so expensive to move into. We have made some real progress in getting off the bottom of the salary scale in Utah but we must struggle to keep our pay attractive. And we need to do all we -- class-siz- can to provide training opportunities and support to keep quality teachers here once they get here. I want to help provide that positive community support which means as much as salary to a teachers job provide adequate cost-effecti- ve GENERAL ELECTION BALLOT FOR GRAND COUNTY, UTAH themselves. Thank you tor your support on November 8, 1994. William L. Benge ; - Brigham Young University and worked for a year as a judges I learned objective, unbiased decision making, which is essential for a County Attorney. Then as a city attorney in West Valley, I conducted numerous jury trials and worked with their successful domestic violence program. I also worked as a civil legal advisor with Millard County. For the past four years I have worked in Grand County as Public Defender and for five years as Moab City Public Defender. In those positions I have handled a majority of the criminal cases as defense attorney for people who cannot afford to hire a private attorney. I have gained great insight on how to effectively handle criminal prosecution in this county. I have handled numerous jury trials and am willing to take criminal cases to trial. I have seen the problems of Grand County and have some innovative ideas on solving those problems. As County Attorney I would pledge to get the County actively involved in addressing the serious drug problem we have here. We need to once again have officers) whose sole duty is dealing with drug abuse and distribution. I will bring compassion to crime victims, especially victims of domestic violence through a victim assistance program to help them through the court process. There are funds available to set up a victim advocate program and I will do so in conjunction with the program that Seekhaven is diligently working on now. The impetus and support for such a program should come through the county attorneys office. I will also work with law enforcement and local leaders to get the community involved in crime prevention. I also pledge to address the criminal and civil issues facing the e basis. I will County on a not prosecute for Moab City or do private work. This will give me time to be actively involved with the Council and to attend their meetings. (I already regularly attend the meetings as a member of the Chamber of Commerces community awareness committee). It is important for the County Attorney to be present at the meetings to answer basic questions, to be aware of legal questions, and to give the public impression that the council is being given and is following legal advice. If that advice is not popular, I will be present to make sure it is followed and the interests of the citizens are protected. For the past five years I have shown my community commitment through service. I strongly believe that if you are concerned about an issue you have an obligation to get involved. As a member of the Grand County Housing Authority Board, I have been addressing the countys housing needs for the past three years. I have also worked on solving our solid waste problems as Treasurer of the Grand County Solid Waste Special Service District I am active in Moab Chamber of Commerce (Board Member), the League of Women Voters and Moab Rotary. I also serve as secretary for the Moab Business and Professional |
