Show B8-T- he Thursday, Nov. 28, 1991 Hmes-lndepende- says BLM reneged on seismic settlement agreement SUWA The San Juan Resource Area of the Utah Bureau of Land Management has refused to comply with a settlement signed by the U.S. approved without a public comment period despite SUWA's requests for opportunities to comment on planning documents. SUWA blocked the seismic lines with appeals filed on October 4 and 16 which challenged the BLM's failure to allow citizen involvement and failure to protect important cultural sites. SUWA and the seismic operator then reached an agreement independent of the BLM. The U.S. Department of the Interior Solicitor subsequently agreed to make the agreement binding on the BLM in exchange for SUWA dropping the appeals. Based on SUWA's motion the Interior Board of Land Appeals dismissed the appeals on October 10. Department of the Interior Solicitor and binding on the BLM. Southern Utah Wilderness Alliance (SUWA) representatives say the organization learned on November 18 that the BLM is refusing to follow the agreement reached between the agency and SUWA to resolve legal appeals filed with the Interior Board of Land Appeals against oil and gas exploration work. Under the settlement the BLM would require the oil and gas industry to provide an independent archaeologist to monitor sites concurrent with the oil and gas exploration east of Blanding, Utah. The BLM would also require another check when the work is complete to ensure that no archaeology was damaged. The settlement stems from a recognition that the BLM lacks sufficient archaeological staff to perform the monitoring on its own. The dispute began when the BLM approved, between August 28 and September 11, dozens of miles of seismic line in the Alkali and Montezuma Canyons, drainages designated by the BLM as Areas of Critical Environmental Concern because of the vast amounts of archaeological resources they contain. The Alkali Ridge National Historic Landmark, recognized for its wealth of Basketmaker and Pueblo Indian sites, is also in the area. It is estimated there may be 200 sites per mile in this area. The projects were On November 18 SUWA received a letter from the BLM San Juan Resource Area which stated that the agency was refusing to amend documents which approved the exploration work as to require the monitoring. SUWA Staff Attorney Scott Groene stated that the settlement was a common sense approach to the problem of too much oil and gas development work in sensitive areas and too few archaeologists on the BLM's staff. "It is very disturbing that a branch of our government would renege on a written agreement which protects the archaeology at no extra cost to the agency or the public." Population increase cited by state agency Research carried out by the State Population Estimates Committee has concluded that the State of Utah reached a population of 1,775,000 as of July 1, 1991. This represents an increase of 2.7, or 46,000 persons. Natural increase (the number of births minus the number of deaths) accounted for 27,000 people, leaving an implied net of 19,000 persons. There are a number of economic indicators which would imply the same kind of population growth that the Committee has estimated. This population increase is the largest experienced in Utah in the last ten years and the first time since 1983 that Utah has experienced net This population estimate is preliminary and is subject to future revision. While Utah has experienced robust employment growth in the past year, it is assumed that a large number of the people moving to, or back to, Utah are doing so as a result of the poor economic conditions in the area Last New 1991 Explorer in Stock! they were living in, rather than solely due to economic opportunities in Utah. Many parts of the U.S., including Southern California, are experiencing difficult economic times. The increase in Utah's unemployment rate is also partly due to this increased population. The unemployment rate, while still 1.7 points below the national average, did increase a full percentage point in the ABSOLUTE last four months even with relatively strong employment growth. The Utah Department o f Employment Security states that the increase in the rate is primarily due to new entrants into Utah's labor force, not layoffs. It is very important to note that the data which leads to this increase in population and migration was July 1990 to July 1991; November to November data may lead to different results. In other words, while there is not mistake that this is a striking turnaround in net migration for this year, it would be erroneous to make the larger assumption that the magnitude of the experienced this year is an indication of a long term trend. In fact, growth in employment has been slowing significantly since the fourth quarter of 1990.
