The study points out that "even with all of its problems, Utah does very well in the overall performance of its students." This placed Utah at a considerable disadvantage when comparisons are made with other states. The problem was compounded by a struggling Utah economy during the early 1980s and the fact that the state has an extraordinarily high ratio of school to persons in the age children (5-1- 7) normal working-ag- e population To meet this challenge, Utah (18-64- ). tax- payers were called upon to pay higher taxes in 1981, 1982, 1983,1984 and 1987 to help meet some of the revenue shortfalls, pay for other special needs (such as flooding and the thrift crisis), and 0 maintain essential government services. The tax increases of 1987, the largest in the state's history, triggered the tax protest movement of 1988. On the expenditure side, public education was forced to impose economics in order to hold down rapidly rising educational costs. The forced economics resulted in a short teacher's strike in September, 1989, and the threat that additional teacher walkouts may occur in 1990 if certain demands are not met Foundation analysts emphasize that the public schools will not be the only funding problem facing the 1990 Utah Leeislature. Higher education, highways, law enforcement, social services, and other state programs also were asked to make sacrifices when the state's economy was having serious problems. All of these groups along with the Utah taxpayer must be considered when with the available state funds. The Governor has indicated that he favors retention of Utah's expenditure limitation law, but that he might supoverride in order to port a one-yeuse some of the accumulated surpluses to meet "critical" needs in education and other areas of state government. One of Utah's main difficulties is that its relative ability to finance public education, as measured by personal income per enrolled pupil, is only 63 of the average of the eight Mountain States and 48 of the natiqn as a whole. Trial was set for Dec. 27 to follow the above matters. Norman R. Pope appeared on charges of aggravated assault and intoxication. Preliminary hearing was set for Dec. 13. Richard A. Graham was charged with two counts of possession of a controlled substance, possession of drug paraphernalia, and operating unsafe vehicle. He was not present. Preliminary hearing was waived by counsel and Graham was bound over for arraignment in District Court Dec. 11. Clifford Solt appeared on an order to show cause for failure to pay fee, stemming from a speeding charge. He was given a work assignment in lieu of fee. Henderson Kee John appeared for sentencing of a charge of illegal possession of alcohol. He was sentenced to pay $200 and serve 20 days in jail, suspended on payment of the fine. William S. Schmidt appeared and pled guilty to a charge of driving under the influence of al- - the Foundation report. Trial was set for Dec. 5. Valerie Begay was found in contempt of court order stemming from a charge of drunkenness. Hearing was continued to Dec. 13. Gregorio P. Hernandez was scheduled to appear for sentencing on a charge of DUI. He was not present and a bench warrant was issued with bail of $100. Debbie L. Sims appeared for trail on a charge of driving while license suspended. Finding was held in abeyance for 90 days. De- fendant was sentenced to pay $200 with $100 suspended.
