State s band together to test federal impacts on state trust lands The Western States Land Commissioners Association unanimously passed a resolution requesting that Congress conduct oversight hearings on the impacts of federal land management policy on the beneficial use of state trust lands. The measure also asks Congress to investigate approaches to resolving conflicts arising from the checkerboard land ownership pattern and state land inholdings. The association, with representation from 22 western states, focuses on trust and other state land management issues. The association's action comes on the heels of public meetings on the Utah Board of State Lands and Forestry's draft marketing plan for trust lands within national park system units and Indian reservations. Delegates from several western states noted similar prob lems of conflicts between federal lands and state inholdings. In proposing the resolution, Utah Division of State Lands and Forestry Director, Patrick Spurgin said., "The problem of checkerboard land ownership patterns in the West is a problem from virtually every state in which there is significant federal land ownership. Addressing this widespread problem in Congress is an important step in resolving the issues of state sovereignty raised by federal land designations in Utah. Holding hearings on these issues will be an act of courage as well as an act of necessity. The resolution will be sent to the House Committee on Interior and Insular Affairs and the Senate Committee on Energy and Natural Resources as well as members of each state's congressional delegation.
