Show Campground debate here Monday brought no results Discussions between Grand County Commissioners and Rudy Higgins over development of access to an area where Mr. Higgins would like to build an RV park, were lengthy, but brought little in the way of agreement Monday. The talks took up much of Monday afternoon's time at the regularly scheduled Commission meeting. Mr. Higgins, who owns property near the extreme west end of 400 North Street, has been attempting for some time to resolve the access problem with both Grand County and Moab City. He has proposed extending a small dead-en- d road, Apple Lane, to his property to the north. In addition, he purchased a four-acr- e parcel of land between his and Apple Lanes present property y end, and deeded a from his property to Apple Lane to Grand County. The previous County Commission, subsequent to that, purchased a small strip of land abutting Apple Lane, so that street could be widened, despite several public hearings where some opposition had been voiced from residents on Apple Lane would were opposed to increased traffic there. Grand Countys new Commission, however, is questioning not only the Countys obligation to proceed with the project, but whether or not the proposed RV park should be built in that location at all. 66-fo- ot right-of-wa- Commissioner David Knutson , t 6 v stated that he was in favor of proceeding with the project, having read an opinion from County Attorney Elaine Coates which convinced him the County had acted legally prior to the seating of the new Commission. Chairman Merv Lawton said the project has really worried him. 'Tve given it a lot of thought and to tell you the truth, I am not in favor of it," he said. Commissioner Feme Mullen said she had talked to other people in the area and they are against it Commissioner Lawton said he thought it would be premature to widen Apple Lane until the approach to Apple Lane (4th North) is widened. He stated that he didn't know much about trailer parks, but said ht didn't feel that the proposed site was a good one. He questioned whether the commitment made by the previous Commission was valid. Commissioner Knutson said "It's a County commitment because of the amount of money we have already spent. We have purchased y down there." Commissioner Mullen stated that she felt the previous Commission was premature in doing that. Knutson disright-of-wa- agreed. Knutson said he had a real problem with having the Commission saying that without any substantial evidence, they had a bad feeling about doing something that can legally be done and should be done. He pointed out that the Planning Commission had approved a zone change for the park, and the Commission had also approved the zone change. Lawton reminded Mr. Higgins that the last time he appeared, he said he wished the County would make up their minds and say yes or no. If you say now, he said, that's fine and Ill get on with another project. Higgins responded by saying that it's obvious it is not fine because if I had not wanted to develop, I would not have requested a zone change. He said he bought four acres at a high price to get access to Apple Lane, even though he knew that the City was going to say that Apple Lane was no good. There are accesses to property all over the city that are worse than the access that leads to that property, he said. Commissioner Mullen stated that she felt it was not good policy to put a wider road into a narrow road. "That's my problem as a County Commissioner," she said. Knutson stated that his responsibility as a County Commissioner was to provide infrastructure for future growth and development of the County. The action that was taken, he said, went through all channels, it went through public hearings and meetings, and it has been approved. We had a meeting here today and talked about extending our recreation season into the winter time. We have got to provide facilities for these people. We cannot continue to invite people to our community for recreational purposes without giving them the proper facilities," he said. "Weve got to support things like this," Knutson said. "That is a proper county function. It was done properly and I think we have the responsibility to go through with it. He has bought property and deeded property over to the County at a loss to him. The County has purchased property. I think for you to say that you have a personal bad feeling about it doing down there is opening up a real can of worms for the fu- ture, he continued. Commissioner Lawton questioned the location. RV parks, he said, are possibly required, but where? "I think down there is a poor site," he said. Lawton and Mullen also pointed out that during the public hearing process there were violent complaints about having the RV park there by the people who live in that area. Mrs. Mullen accused Knutson of not listening to those complaints. Mr. Higgins stated that there was as much support for the park as there were complaints. Lawton countered that was the reason the matter was not an open and shut case. The other thing, he said, was the aspect of widening of a road when the access to that road is inadequate. "It's like having a bridge over a river but there is no road leading to the bridge.. ..The location of that park down in that swampy ground, heavily mosquito area alongside the sewage plant is that. Commissioner Lawton stated that he felt it was time to close the discussion, and that he would give the matter some further thought for further consideration. "You get plans in place to do things two years in advance and then get the whole thing wiped out. It doesnt seem to me that the County is acting in a responsible manner in relation to its citizens," he said. Lawton pointed out that if a County Commission felt a previous Commission had made a mistake, he felt that a subsequent Commission shouldn't be bound to that decision. Discussions continued heatedly for some time. One persistent issue that was brought up was the narrow nature of 4lh North Street west of Allen Memorial Hospital, which is a City street. Higgins pointed out that there are large truck units using the road now that are as big or bigger than those that would be using his park, and questioned the advisability of allowing that use to continue if RV vehicles were disallowed. Law-to- n said that those units were using 4th North, and not Apple Lane. Commissioner Mullen said that she felt the people living on Apple Lane were not listened to by previous Commissioners. Knutson said he listened to the people. "Maybe you listened to them but you did not hear them," replied Mullen. Discussion continued, with comments made by some people in the audience. Mike Holyoak pointed out that that much of the time improvements are not made until something requires them to be made. If a street has increased traffic, then the street is improved to handle the traffic.
