Grazing fees are subject of federal study None of the alternative methods examined in a final government report released March 10 are any better than the current system used to set the price that ranchers must pay to graze livestock on western federal rangelands, said Michael R. Sibbeft, executive vice president of the Utah Cattlemens Assoc. The trouble with most of the alternatives in the report is that they are based on a defective appraisal of what ranchers are paying to rent private pasturelands, Sibbett said. That rental appraisal faded to identify the higher and extra costs that public land ranchers must pay to get access to and utilize the federal forage, he explained. President Reagan on February 14 ordered that the current formula that annually adjusts federal grazing fees continue to be used and Sibbett claimed that the government report without saying so, confirms that the President made the right decision. The alternative systems discussed in the federal report would increase fees by 59 to 231 percent, he said, and such fees plus the increased costs that the land agencies are now imposing on grazing permittees would put the price of obtaining federal forage far above any conceivable ability to make a profit on such grazing. We would be glad to pay such fees if we could get the same services from the landlord and not have any more expenses than what it costs to graze on rented private lands, he said. The report, issued jointly by the Departments of Agriculture and the Interior, does not recommend any particular system. Theres nothing wrong with discussing different ways these fees could be set but the report is misleading because it refuses to admit that many economists say that the governments appraisal of private rents, on which a number of the alternative systems are based, is shot full of holes and therefore unreliable, Sibbett said. They wasted so much money on that appraisal, I guess they were afraid to admit that they had goofed. He also criticized the reports presentation of competitive bidding as an option. Its not really competitive bidding that is presented in the document. It says that only bids above set amounts would be accepted. Another problem with bidding, he said, is that it would destroy laws designed to foster multiple use and sustained yield of the federal lands.
