Gary Cox of the West Jordan Police Department told agency representatives attending a Utah County Domestic Violence Coalition luncheon Friday. Cox, who is chairman of the State Domestic Violence Advisory Council, said in the past, victims of domestic violence have wanted to drop charges against the perpetrators "because of fear or helpless- ily abuse and lack control. Often they have Jekyl and Hyde personalities, so that friends and family members can't believe they are vi- olent. The victim takes responsibility for everything because she has been taught to be nurturing and caring. She is usually dependent on the perpetrator financially, emotionally, socially a" psychologi cally. She doesn't know the options for survival, Cox said. He reported that the victim leaves the perpetrator an average of 12 times before she leaves and 75 percent of the murders occur after she leaves. After violence occurs, he said, there is the "honeymoon phase," although it should be called the "manipulation phase." The victim says, "If I just do this, it will get better," and it may last a couple of days. Cox said investigating a domestic violence case takes longer than in the past because evidence must be compiled, with statements, photographs and possible witnesses. "The police can't do it all; that is why the various agencies must cooperate to solve the problems," he declared. "We need to solve the problem, not just apply bandaids." "We need to make changes to let us progress to a less violent society," he declared, pointing out ' that domestic violence is a criminal i matter, not a civil matter. Specifically, the law states, "When a peace officer responds to a domestic violence call and has probable cause to believe that a crime has been committed, the police officer shall arrest without a warrant or issue a citation to any person that he has probable cause to believe has committed any offense. A protective order is a court order designed to allow victims of domestic violence to obtain an order or protection from the District Court. A protective order is effective for up to 120 days and can be renewed. In Utah County, protective orders may be obtained through the Fourth district Court or Legal Center for Victims of Domestic Violence. Changing yourself or your role in the relationship will not stop the abuse. The perpetrator chooses to abuse. Violence will not go away by itself.
