SOFAV Other possible peacekeeping roles include prevention of conflicts, border security, confidence-buildin- g measures, verifying arms agreements, heipmg end civil wars and maintain law and order, fighting terrorism, providing humanitarian aid and security, drug interdiction and naval peacekeeping. Some quarters also promote the idea of a standing army or standby forces, which the drafters of the U.N. Charter envisioned. The Soviet Union has advocated reviving the Security Council's Military Staff Committee, which was intended to provide the command structure for U.N. peacekeeping and military forces. It has never been used and the United States has been reluctant to relinquish military authority to U.N. commanders. Recently, however, U.S. Ambassador Thomas R. Pickering hinted at the possibility of standing U.N forces, noting mat American soldiers cannot serve indefinitely "as world policemen." In a speech to veterans in March, he said the Security Council may not again permit a force like that in the gulf and may insist on a central U.N. role. Olara Otunnu, head of the nonpartisan International Peace Academy, said: "The key issue facing the United Nations and the international community today is how to address conflicts which are essentially internal issues." Today the superpowers are less likely to appropriate local or regional conflicts. They urge their former clients or surrogates to make peace, opening the way to U.N. conflict resolution and innovative peacekeeping roles. Among the new roles are monitoring elections in Namibia, preparation of voter lists in Western Sahara, monitoring human rights in El Salvador and eventually playing a major role in running Cambodia before elections. U.N. protection of Kurdish refugees, probably including a U.N. police force, is a new field of peacekeeping.
