"There are corporations who cannot handle this sort of hostile business climate." ' Her quest for loans rests on a 1978 federal law that requires utilities to purchase power from pri- costs to begin ment and start-u- p operating the dams in 1991. "I made a choice to see these up and running and they will be. I won't give up," she said last week. Hitchcock, who decided in 1982 to establish a power company, has worked out deals with utilities to buy power from her and has persuaded family members to raise the capital needed, to get federal licenses on the dams. . Offer Ends April 1, 1990 The state has agreed to reduce interest on her debts from market rates to 3' percent once loans are obtained. Hitchcock, who said she is in her early 50s, began researching in 1982 the idea of buying dams abandoned in the 1950s and 1960s. Her husband is an engineer. She reasoned the dams would provide a renewable and environmentally safe source of energy. The profits perhaps $100,000 a would ensure financial stayear bility for herself, husband and three adult children. Friends and relatives questioned whether it was worth it; at ere point her family told her to quit. Only a handful of people across the nation have started family-owne- d hydroelectric plants. One recently failed in Indiana. ( In 1985, Hitchcock leased a dam on the Eau Galle River and a year later bought the Rock River dam and its power plant in Watertown i for $3,122. Northern States Power Co. contract to buy signed a electricity from Hitchcock, and a similar deal is about to be signed with Wisconsin Electric Power Co., she said. Hitchcock estimates the Eau Galle River project will furnish the yearly electrical needs of as many as 30 homes.
