Grants are awarded to Americans who, like Tanner, lecture and conduct research abroad and to foreign nationals to engage in similar activities in the United States. Individuals are selected on the basis of academic and professional qualifications, as well as their willingness to share ideas and experiences with people of diverse cultures. The Fulbright Scholar Program is funded and administered by the VS. Information Agency with financial support from UJS. congressional appropriations and from the governments of 27 other nations. Since its establishment in 1946 by former Sen. J. William Fulbright of Arkansas, more than 23,000 American scholars have participated in the program.
