Gorbachev was to meet today with French intellectuals at the Sorbonne, the ancient university on the Left Bank of Paris and attend a luncheon with Premier Michel Rocard. Mitterrand and Gorbachev were to sign bilateral agreements then hold a joint news conference to announce the results of their meeting. In his dinner toast, Gorbachev said the Soviets feel like participants in this month's festivities celebrating the French Revolution's Bicentennial in part "because perestroika, also, is a revolution." Tuesday night, Gorbachev re-ferred to Bonaparte's 1812 march on Moscow, which he traced to a turning aside from the ideals of the French Revo- lution whose bicentennial is being celebrated this year. Gorbachev called anew for building a united Europe, for moving beyond the East-Weschism that grew from the Cold War. Traces of radioactive Iodine 131 were found in a water sample taken two days after the June 26 fire aboard the Echo II class vessel 70 miles off Norway's coast in the Norwegian Sea, state researchers said Tuesday. Knut Gussgard, director of the Norwegian Nuclear Energy Safety Board, said the submarine apparently "suffered what is called a loss of coolant accident, which is what can lead to a meltdown." Gussgard said the radioactive iodine is a byproduct of nuclear fission, which means the "core must have leaked coolant, exposing (uranium) fuel rods that may have burst or even began to melt." "The chances that this kind of radiation came from anything but the core are slim," said Ugletveit in a telephone interview. Finn Ugletveit, whose Norwegian Radiation Hygene Institute conducted the tests, said the radioactive Iodine 131 was "di luted by seawater and we ex- pect it to disappear completely very quickly. All other air and water tests showed no radiation." Initially Moscow dismissed the possibility of radiation leaks from the damaged vessel, which has returned to port, and said none of the crew was injured. But the Soviet news agency Tass said Monday that four sailors were hospitalized for treatment or radiation injuries and that 15 were undergo- medical ing "preventative tests." In a message to the Norwegi- an government recieved on Friday, Moscow said the reactor's primary cooling system leaked, but the system's design guaranteed the security of the reactor, the Norwegian news agency NTB reported. reactor is so "A submarine small that we probably wouldn't see an environmental catastrophe. But if there was a meltdown off Norway, we might experience radiation levels similar to those that passed over Norway and Sweden after Chernobyl," he said. Chernobyl fallout contaminated livestock and fish in parts of Norway and Sweden, as well as parts of eastern Europe. FREE R.V.
