July 19. 1985 Western Art Heritage On Exhibit in Salt Lake rove Adopts First Response P By JOHN BEST Pleasant Grove Correspondent - PLEASANT GROVE Accident victims requiring emergency help in Pleasant Grove can now receive quicker aid as a result of the city '3 adopting of a First Response Program. The program allows for the e hiring of the city's first paid ambulance worker to be available for emergency ambulance response. The city ambulance crew is a volunteer service. In times of emergency crew members respond to pager signals from their homes or from their employment. The new system allows one member of full-tim- the crew to have an emergency vehicle with him at all times. Dave Vickers, who served as president of the Ambulance Association, was chosen by the city to be the first emergency response individual. The remainder ot the ambulance crew will still function on a volunteer basis. Vickers supcamported and led a paign and test period to encourage the city to seriously consider a e first response service to better serve the public. According to Vickers. "The First Response Program will allow me to have an equipped emergency vehicle with me throughout the day. Having a vehicle with me will allow me to respond immediately to an accident. In the past we have had to wait for two volunteer members to come from home or work to the ambulance station and then respond to the emergency." The First Response Program has been tested by Vickers lor several months with good results. He estimates response time will be cut in half. "Time is very important in an emergency situation. If you can save time you can save lives. When emergency help arrives sooner, it also relieves much of the mental shock of accident victims," says Vickers. The new program designed by the city and ambulance crew allows the First Response attendant to work in various areas of the city full-tim- while being on call for ambulance - service. By working in several areas of the city the program can be thoroughly tested without a large impact on the budget, cording to the council. He will begin his new position as a First Response individual in September. Vickers is a Levd I EMT and has served on the ambulance crew for two years. He has gained valuable fire fighting experience serving as an engineer with a volunteer fire department in New York. Vickers has also completed training which includes the Gordon Creek Mill Fork Project, and the proposed Huntington Canyon Project. Program Director Mary Ann Wright explains that engineering work on Spring Canyon Phase I is near completion; and bidding on the project, which invovles mainly Chip-Sealin- g, to ing amend "7 West. Drivers are also likely to encounter loose rocks on the road that can chip paint and break windshields. Caution is advised. The asphalt seals the highway surface against air and moisture deterioration and helps extend the life of the highway, and the chips finish. The Department of Transportation erects signs wherever chip sealing projects are underway warning drivers to slow to 25 miles per hour. Pebbles can be loosened from the new asphalt layer and thrown onto cars and trucks by vehicles traveling faster than 25 MPH. Broken windshields and body damage are problems for motorists every year on roads where chip sealing is being done. Insurance companies rarely hold the Utah Department of Transportation responsible for damage done during chip sealing.
