Charles Yater, the head (UPI) of a hard luck family that s been scrambling to make ends meet, gave the last $40 he had to his wife and told her to play the $1 million Pennsylvania Lottery. She hit it. "It's just been one bad thing after another," said Susan Yater, "but we've always managed to hang on.
