In an announcement Thursday, the Soviet news agency Tass said Ogarkov was out as armed forces chief of staff, a position in the military hierarchy second only to Defense Minister Dmitri Ustinov. Without explaining the move, Tass said Ogarkov was replaced by career officer Sergei Akhro-meye- v who had been Ogarkov's first deputy chief of staff. Western diplomats said it was too soon to interpret the move, MOSCOW (UPI) although Tass hinted Ogarkov will not disappear from the public scene. Ogarkov, 67, gained notoriety when the Kremlin chose him to explain at a rare news conference why a Soviet jetfighter shot down a South Korean airliner when it strayed over Soviet territory. There were 269 people aboard the aircraft. None survived. Earlier this year the man most Western analysts believe gave the order to shoot down the airliner. Col. Gen. Semyon Romanov, chief of staff of Soviet air defense forces, died while on assignment in East Germany. The death, revealed May 22, said only that Romanov died "while performing official duties."
