Reagan arranged a morning meeting today with Republican and Democratic leaders of Congress to review developments in Central America and the Salva-dora- n election. Reagan also is preparing an address to the nation on his Central American policy that he will deliver Wednesday evening from the Oval Office to drum up public d support for his aid program for El Salvador. California By RALPH WAKLEY LOS ANGELES (UPI) More than 400 firefighters worked - throughout the night to slow (lames that blackened some 10,000 acres of parched California brush in a rugged mountain area, one of several fire that destroyed nine Southern California homes. wind-whipp- A spokeswoman for the Ventura County Fire Department said a 1,000 acre backfire, purposely set by firefighters, appears to have stopped the South Mountain blaze from spreading further near Fillmore. "But we won't declare it officially contained for several more hours," the spokeswoman said early today. The Ventura County fire was the largest of at least a dozen brush blazes that erupted Monday in Santa Barbara, Ventura, Los Angeles, San Bernardino and Riv- erside counties. The fires destroyed nine homes and several outbuildings, but there were no injuries reported. The Ventura County spokeswoman said the only structures destroyed by the flames, about 40 miles northwest of downtown Los Angeles in nearly inaccessible mountain terrain, were a chicken coop and several dog houses. Crews on the South Mountain fire believed a forecast for decreasing winds and cooling temperatures, along with the extra manpower brought in late Monday night, would help them contain the blaze that was fanned by hot Santa Ana winds Monday. (UPI) -Voters today decide whether to oust a city councilman who has been accused of pretending he is black to win an election in a district where most residents are black or Hispanic. The unusually bitter election pits a black millionaire bail bondsman against a longtime civil rights activist who maintains he is black despite his opponent's charge of fraud on the issue of race. Three other candidates are on the ballot. Murder Plot Ends in Prison ; - A ALEXANDRIA, Va. (UPI) woman whose boyfriend's religion prohibited divorce was sentenced to 10 years in prison for plotting to kill his wife first with poisoned mushrooms and then by hiring a hitman. Laura Gassam, 21, of Royal Oak, Mich., turned to her grandmother sitting in the spectator's gallery and frowned after a federal judge pronounced the sentence Monday. Miss Gassam, a legal secretary, pleaded guilty last month to one count of conspiring with her boyfriend to murder his wife. She was sentenced to 10 years in prison. Her accomplice, Army Sgt. Richard McDonald, 26, of Gatesville, Texas, pleaded guilty to the same charge and faces sentencing Thursday.
