The law, already under appeal to the Supreme Court, says no Pennsylvania agency or institution can receive federal money until the grant has been approved by the legislature. Spokesmen for a coalition of 32 groups fighting the law told a news conference 10 other states are considering similar proposals a situation that could tie up $80 billion in federal aid to state institutions. The head of the American Federation of Teachers said the law endangers public education nationwide. The Pennsylvania law was passed over the veto of Gov. Milton Shapp, who then challenged it in the state Supreme Court, and appealed to highest court when he lost. The coalition said it is filing a "friend of the court" brief attacking the law on grounds the Constitution protects the power of Congress to spend money in the national interest, and that federal law is supreme when in conflict with state Carolina, South Carolina, Iowa, Colorado and Washington. Dollar Hits High Against Japan's Yen By United Press International The dollar hit a high against the yen in Tokyo today, reacting to the reduced Japanese trade surplus in October. It was also up in parts of Europe. The dollar closed the day at 191.40 yen in Tokyo, up sharpiy from 190.05 at Wednesday's close. It opened at 191.50. The Indonesian Embassy, which announced the casualty figures, said 59 of the 259 persons aboard survived this worst chartered jetliner disaster in history but that many of them were in critical condition and not expected to live. Twenty were treated at Colombo hospitals and released. The crash of the DC-- 8 was amazingly like another disaster at the Colombo airport on Dec. 4, 1974 when 191 Indonesian Moslems were killed in the crash of a chartered Dutch airliner taking them to Mecca. That was the previous worst chartered airliner disaster. Townsfolk from Andiambalama, where the airport is located, were awakened by the crash. Carter Resumes Role in Peace Talks - President WASHINGTON (UPI) Carter resumed a direct role in the stalled Middle East peace talks today by meeting with Egyptian Vice President Hosni Mobarak dispatched from Cairo with an urgent message. But as the two leaders met, Israeli officials announced that Defense Minister Ezer Weizman will fly home for a Friday cabinet meeting on the treaty negotiations. Foreign Minister Moshe Dayan, the other ranking member of the delegation, is already in Israel. As the meeting began, Carter told Mobarak, "You are on an important mission representing a very great country and a great man." With reporters present in the Oval Office, Carter said, "I hope that our conversation will be constructive toward finding peace." Mobarak left the White House without commenting on his conversation with Carter. At an earlier breakfast meeting with reporters, Carter once again expressed impatience over the fact that the talks, now in their fifth week, appear to be stalled on minor details and plagued by news leaks from both sides. Schafer, 20, both of Casper, Wyo., who were awaiting extradition to Wyoming on auto theft charges. According to Deputy Sheriff Terry Haney, who was on duty at the jail when the trio escaped, he checked the cells at three a.m. and noticed nothing unusual. When he checked again at 6 a.m., the three were gone. Four other at the jail said that they had Prisoners during the night. Sheriff Robert Painter said that the prisoners had cut a bar from the bottom of their cell and from the jail window, apparently with a hacksaw, although no tool was found at the scene.
