It often depends on who has the best equipment in the best working condition to get where the deer are. I remember several seasons ago on the Fishlake forest as en elk hunter kept radio "vigil" on an 11,000 foot ridge crossing, and he not only didn't hear me, but didn't even see me until I poked him in the ribs.
