(UPI) -Hoping to halt the rise in broken marriages, the Diocese of Providence soon will make Roman Catholic couples who want to tie the knot wait six months before they march down the aisle. The tough program, announced Thursday, requires engaged couples to devote at least 45 hours to "marriage preparation" and sets a minimun waiting period of a half-yea- r. pre-nupti- al Senators Demand Overruns WASHINGTON (UPI) marriage. "We've got to instill an attitude commitment," Protano said. "Another unfortunate attitude is a lack of communication, an inability even among lovers to dialogue at a gut level." of Three -senators re- lease an internal study disclosing a pattern of cost overruns that could total $250 billion in the next five years if not stopped. One Republican Senate source predicted the Senate Budget Committee would be so upset over the disclosures it would trim $11 billion or $12 billion from President Reagan's $239 billion 1984 Pentagon budget, in addition to the $8 billion Weinberger has agreed to. Sens. Charles Grassley of Iowa, Slade Gorton of Washington and Nancy Kassebaum of Kansas, all members of the budget committee, wrote a letter to panel chairman Pete Domenici and then met with him late Thursday. United Press International obtained a copy of the letter and was told about the meeting. Domenici 's spokesman said he would decide today whether to make a formal request for the study to Defense Secretary Caspar Weinberger. "If Domenici makes the request, Weinberger would have a difficult time saying no," said Sen. Dan Quayle, a committee member. If Weinberger refused, Quayle added, "it would be far more damaging." Sources said the study shows that the cost of 111 weapons systems in the past five years far exceeds estimates. If so, this would seriously challenge Pentagon assertions that the per-uncost of weapons tends to drop in future years. For instance, the source said, the study shows that in 1976 it was estimated each 6 would cost $7.5 million per plane, but they actually cost $12 million each. (UPI) -The U.S. Marshals Service posted a $25,000 reward its largest ever for information leading to the capture of Gordon Kahl, a fanatic survivalist wanted for the machine-gun slayings of two marshals. Authorities conceded they did not have a clue to Kahl's whereabouts after five days of searching countryside and farmhouses where they believe people sympa- thetic with his the underfunding could present a major problem to the Pentagon, the administration and Congress," the three Republicans wrote Domenici. They requested that Domenici ask Weinberger to allow Martin Margolis and Franklin "Chuck" Spinney, both of the Defense Department, to testify and to call George Kuhn, who wrote a Heritage Foundation report on weapons cost overruns. They also asked for spokesmen for "the opposing point of view." Margolis is chairman of a special cost analysis improvement group in the Pentagon who agreed with Spinney's analysis but not his conclusions. Kuhn has done a private study for the foundation that agrees with Spinney's findings. It was not known for certain whether the study had analyzed Reagan's 1984 defense budget and projections. r Kitchen Kahl, 63, has led authorities on a chase across the prairies of central North Dakota since fatally shooting two U.S. marshals and wounding three other law officers at a roadblock Sunday. Another element will be a "seminar on sexuality," focusing on fertility awareness and birth control. Two other changes involve public ceremonies. A year to six months before their wedding, a couple will now be expected to join in an "initiation ceremony" at which members of the parish will be asked to pray for them as they begin their marriage preparations. Then, once formal instruction is complete, the couple will be expected to "solemnize" their engagement in a public ceremony, most likely at a weekend mass. After their vows, the couple will then be expected to devote at least five hours to working together in some apostolic endeavor such as working for the poor. LAS VEGAS, Nev. (UPI) -S- traight man George Burns, whose comedy career has spanned most of the century, celebrated his 80th year in show business before a audience and flanked by four scantily-dressestanding-roo- m-only d showgirls. Burns, 87, returned to the Sahara Hotel on the Las Vegas engage"Strip" for a five-da- y ment Thursday night, a resort he last played 23 years ago. He received a standing ovation when he walked on stage and it was repeated an hour later when he concluded his act, which featured alternating and straight lines, story-tellin- g his version of singing. Comedienne Carol Channing, who has known Burns since 1950, was in the opening night audience. She attended a post-sho- reception, which at- tracted several hundred people, including Robert Goulet, Den-is- e Clemente, Burns' supporting act, and a number of public officials. (UPI) officials say they can't figure out how a sanitation crew trying to clear a blocked sewer line managed to pump two homes so full of raw sewage that it was oozing out of the electrical outlets. In joking about his age, he said, "I smoke 15 to 20 cigars a day. At my age you need something to hold on to." Burns, in his act, said he liked young girls. "I'd go out with women my own age, but there are no women my age. I'm stuck with these young kids." He said he waited until 79 to become a dramatic actor and "at 81, I played God' without makeup." "At 87 I'm a country singer... why shouldn't I be a country singer? I'm older than most countries," quipped Burns. Burns started in show business at the age of 7. He was a school dropout in New York's lower East Side and organized a group of child singers.
