Bv DAWN TRACY Herald Staff Writer Starting next year, all Alpine School District students from the ninth to twelfth grades will have to pay for their own textbooks. The Alpine School Board has approved charging students a $15 book rental fee and a $2.50 towel fee. Board member Richard Heaps, however, dissented because the board had not set a policy on book charges, he said. Heaps asked the board to consider setting a book charge policy but School Superintendent Max Welcker said a decision would have to be made within the next two weeks. The board then approved Welcker's request to charge $15 for books. Board member Eileen Peterson said the district must charge for book rental because voters have not approved a higher school tax and Alpine needs the money. Board President Dan Fugal said students will take better care of books if they are charged for using them, and Kaylyn Gary Robert Palmer will be at the East Lawn Memorial Hills Cemetery Funeral will be Saturday at noon at the Jordan North Sixth Ward Chapel. 3650 W. 4400 S. U board member Kenneth Whimpey said the district may need the book charges because of current teacher negotiations. But Heaps said the current budget allows for flexibility in negotiations and he added all the reasons for book charges are good but he asked which one reflects board policy? "What is the purpose for the revenue?" asked Heaps. "We need to have a rationale for what we do. Clifton Pyne. supervisor of high schools, said although book rental fees have not been charged for several years, there have been charges in the past. Welcker told the board the present Utah State Finance Formula allows districts the option of having students in grades nine through twelve pay for their own textbooks. Welcker said limited appropriations from the State Legislature and tight budget restrictions makes it necessary to charge students for textbooks. National Obituaries Ben J.
