Off the Beat Something to Ponder In School Planning By JOSEPHINE ZIMMLnMAN Sometimes airplane travel can be uneasy if the traveler in the next seal is withdrawn and unwilling to carry on a conversation.. It makes you feel as if you unwittingly invaded that an undefined boundary we learned at a recent conference is known as the "ouch zone." territory, Conversely, a pleasant conversationalist can make an other wise long journey short. Such a conversationalist I found on recent flight from Denver to Philadelphia. He was a "facilities planner" from Greeley, Colo., enroute to Philadelphia to speak at a gathering of school board officials on the subject of planning efficient and a economical school buildings. For too long, he told me, school planners have built schools with little regard for the operating and maintenance costs. He plans schools with a minimum of maintenance. For example, the halls ire constructed of brick or block, painted with cpoxy paint, and decorated with bright graphics which the students like. The halls are carpeted with bright carpet, which cuts down on noise and is easy to maintain. "Kids love the bright colors and vandalism is cut to a minimum." he reported. Restrooms also have brick of block dividers painted with epoxy paint, and floors are brick or ceramic tile for easy maintenance. The classrooms have more subdued carpeting for a quieter atmosphere, although the desks and chairs are brightly colored. When a school is planned, he recommends that the school board determine exactly how much square footage is needed in the classrooms, gymnasium, shop, auditorium, etc. The school board then calls for designs to meet these specifications. The board pays a relatively low retainer to each team submitting plans and bids. Each team must be composed of an architect, engineer, fa tiv-- y MX-'M-t and contractor. "If the architect starts designing a monument, the contractor reaches over and raps his knuckles," he reported. Ana in the same manner, if the engineer wants to build something which may be utilitarian but ugly, the architect can object. And if the contractor wants to cut costs at the expense of utilitarianism, the engineer can object. In the last project, 11 teams submitted bids, he said. The team is allowed to design and bid on everything except the kitchen' and lunchroom, he told me, citing several examples where lack of ' service knowledge of the food business had escalated costs of manning and operating school lunchrooms. This part of the operation is designed solely by experts in the food service field. One of the man's proudest accomplishments was the complete remodeling and modernization of a high school building while school was in session at less than half the cost of constructing a new facility of tl,c same size. During the summer months, the A. Timii Synd.colt rVJ Jimmy Carter's economic speeches sound like Candidate Upton Sinclair. The great state of California once nearly elected him as Sinclair with his governor rocking-chai- paper-mone- r, Townsend Plan to "end poverty in Califor- debt-defyin- g nia." Sinclair could talk the ears off a cornfield. He shouted throughout California in his basso profundo voice: "More money means you can work less and have more of the good things of life. More money means more prosperity and a future. rocking-chai- r Distribute more money and you will have more purchasing power, more assets, more everything. Isn't that common sense? That is the Townsend Plan. It will end poverty in California." Well, it is now generally agreed that the Townsend Plan would have ended California, but not poverty. To whatever extent Carter confuses the money pumped out by our government as being purchasing power. Carter trap. falls into the same In Central Asia found Buddhists who believe they can improve their lot in life by standing on one foot, closing one nostril and pronouncing " the mystic word They are mistaken. So is candidate Carter if he believes the United States can improve itself by distributing more and more money. That's inflation. And who knows better than our public that it relentlessly, stealthily increases our cost of living 24 hours a day. We all "OM-PAH.- poorer; helpless, struggling men and women futilely facing the inflation surf by joining hands in a chain to keep from being carried away. Thoughts To Inspire There are all kinds of swindlers, but the worst swindler of all is inflation with its artificial pay. It spreads like a cancer. It's as though a surgeon expected to perform a simple operation and then, having begun, discovers that the whole body is diseased. Cancer is taking its terrible toll. And we'll get inflation again with Jimmy Carter's programs. That's as sure as God made little apples. Arthur Okun was the chairman of President Johnson's Council of Economic Advisers. On the day of his retirement he conceded that "the government itself has been the major cause of inflation because it has been Today In History - Okun pioneered. His first time any government official made such an admission openly. As this column has repeatedly stated, money will admission is the buy only what is produced. When we distribute more money we create no more goods for anyone to purchase not a single additional plow, or hairpin, or pair of pantyhose, or bag of peanuts. If Congress passed a law tomorrow arbitrarily making every $1 bill a $20 bill, could we buy 20 times as much with it? Prosperity and money are related, but they are not the same thing. The difference is easy to prove, but the misunderstanding is harder to down than Georgia moonshine. Moreover, Jimmy Carter makes the difference hardei to understand all the time. The bales contained several billions of Chinese dollars, printed by The American Bank Note Company in Philadelphia. But was I sitting beside Chinese purchasing power? I was not. They were only bundles of American paper with which the Chinese could purchase little or nothing. In fact, you will notice that in a weak economy anyplace in the world there is a scarcity of everything but money. Governments do not go broke. They simply print more anJ more paper money. Our total wealth remains precisely what it was before, except that certain rolls of paper have been stamped and cut into bills or entries have been made on bank ledgers, Politics is like dancing, it's better to be nimble on your feet. Accordingly to a certain district there was absolutely no money for teacher salary increases beyond the cost of living increases this year. When will teachers realize that in order to be professionals we must be in control of our own situations? When will those in control decide that they need the professional teacher and work wild them? Shauna Braunberger Sandy, Utah Editor Herald: I certainly hope that Provo residents aren't sitting back thinking this proposed 345 KV transmission line isn't going to affect them. Even though this monstrosity isn't going to be sitting in their backyard, it is going to be sitting in the backyard of other unfortunate, westside residents. This structure will be as tall as the new flagpole at Ream's market. If the powerline goes along the proposed freeway route, it and the city dump will greet motorists as they come into Provo. It is about time the city quits using the west side for their junkyard. We've got the freeway, the railroad, and all indications show we will have a jet airport to accommodate the Four Seasons project People have already lost their homes and acreage to the state freeway, and many more could loose their homes and acreage to Utah Power and Light Those of us that won't Ik condemned, will wish we had been We will have to live by this powerline and will have to look at it everyday Many of our children wiil wait for their school buses near this line Many residents will have this ( powerline sitting across the street from them. Others, like myself will have it obstructing their beautiful view of the mountains, and polluting our area, not to mention the devaluation of our property. When transmission lines like this are constructed on BLM and forest service land, environmental studies are done to see what effect it will have on soil, vegetation, and birds What about the human beings'' presume we don't count. Everyone agrees that power is needed When it comes to 1 the line down residential and densely populated areas, that's where the controversy starts. There are other areas better suited for "proper utility practices." If you are a concerned running citizen, tell the city commission you disagree! Who knows what project could condemn your neighborhood? And the city might just sit back and let them do it.
