This is the recommendation of former mayor Mark Anderson in a Jetter to Mayor L. L. Culllmore on the subject. Mr. Anderson declared that his administration foretold the problem and recommended against a plant of the type eventually built, as far back as PWA ays in the m ' rr " 1930s. SALE REG. Mr. Anderson, who was mayor at the time, , said investigations, conducted by the then city engineer Elmer Jacob proved, . according to Mr. Jacob's contention, that a plant of the present type would be highly impractical. (Editor's note: Provo's sewage disposal plant was authorized during the administration of Mayor C. W. "Bill" Love, and constructed during: the administration of Mayor Aura C. Hatch. ' It was virtually completed when the city changed oyer from city commission to council-managgovernment.) Because the definition- - of sponsors in the watershed and flood prevention act has not been inter preted to include water users associations and other private organizations, it has been necessary on nianyr projects to work out a complicated arrangement of sponsorship involving the states, soil conservation districts and other quatyfied agencies to handle the improvements, they aid. .'
