If the 31 Republicans vote in favor of the plan and Democrats are split across t h e three proposals, Nielson should get his bill through the House in its original form. Only 35 votes are needed to pass it. The last two reeks of the 72-se-at session have been snowballing into what Sen. Dean Christen-secalled an "endurance contest" and nowhere was this more evident Saturday than when the Senate began meeting at 7:30 ajn. and the House at 8 a.m. The drifting senators plagued Majority Leader Leavitt when d Senate Bill 66, a political campaign limitations defeat beact, came to a cause too many Republicans were off the floor. The bill, said Sen. W. Hughes Brockbank, Lake, will prohibit expenditures by the education committee or labor action arms of unions, and is unlikely to pass the House. Leavitt managed to marshal enough Republicans to bring the bill back for reconsideration and then to final passage, An effort to speed things saw consideration in both houses at nearly the same moment a package of bills to improve the working man's lot relating to insurance and provide for an insurers tax to help fund them. Both houses had approved the bill, but Rampton threatened to veto it, arguing the measure was too broad, gave too much powor to officers and would run into trouble in the courts.
