They were charged with violating the oil pipeline consent decree of Dec. 23, 141, which ended a government case against 53 pipeline companies and the 36 oil companies that own them. The firms had been accused of violating the Interstate Commerce Act and the Elkins Act by giving and receiving illegal payments. The consent judgment barred such payments. .ssd c .
