The secretary replied: "I said the president is seriously considering a declaration of national emergency." Acting White House Press Sec retary Stephen T. Early said Thursday there has been much discussion within the administration about the advisability of declaring an emergency but that no such action is expected in the immediate future. Marshall said that, with the joint chiefs, he underwent "a long and detailed examination of general factors" dealing with the defense situation.
