Show DAILY A4 Saturday, September 25, 2004 HERALD California regulators approve world's toughest smog rules Tim Molloy ASSOCIATED THE PRESS Los ANGELES California air regulators Friday unanimously approved the world's most stringent rules to reduce auto emissions that contribute to a move that could global warming affect car and truck buyers from coast to coast. Under the regulations, the auto industry must cut exhaust from cars and light trucks by 25 percent and from larger trucks and sport utility vehicles by 18 percent. The industry will have until 2009 to begin introducing cleaner technology, and will have until 2016 to meet the new exhaust standards. The move by the Calif ornia Air Resources Board came despite vigorous opposition from auto industry officials, who argued that the board did not have the authority to adopt such sweeping regulations and that they could not be met by current technology. The industry has threatened to challenge the regulations in court. Gov. Arnold Schwarzenegger has expressed support for the proposals and has pledged to fight any such lawsuits. Schwarzenegger's environmental protection secretary, Terry Tammi- - hen, said that California should do its part to reduce pollution. "We can make it clear that yes, we understand that our contribution, no matter how large or small, makes a difference," Tamminen said. "Every or inacsingle action that wtftake tion makes a difference." greenhouse gases such as carbon dioxide and carbon monoxide are believed by many scientists to contribute to global warming. Automakers will be required to reduce emissions by way of such innovations as better air conditioners, more efficient transmissions and smaller Heat-trappin- g Automaker! argued that the tions would raise new vehicle costs as much as $3,000. But the agency's staff disputed that and said the cost would top out at about $1,000 per vehicle by Joe Kafka ASSOCIATED , FORT THOMPSON, S.D. A project by a team of history buffs to retrace Lewis and Clark's expedition has proved historically accurate in at least one respect: The adventurers have encountered hostile Indi- U ans. A group of about 25 Indians told the expedition members to S'v turn their boats around and go home last week as they made their way up the Missouri River near Chamberlain, where the rolling prairie opens to a grand .vista on the lofty banks of the river. The Indians condemned the for celebrating a journey that marked the beginning of the end for traditional Indian culture. The confrontation was laced with threatening language, according to the man who portrays Capt. Meriwether Lewis. "They crossed the line with threats of physical violence and damage to our boats," Scott Mandrell, a teacher from Illinois, said this week as police watched over the camp from a bay nearby. The Indians were led by Alex and William Clark did 200 modern-da- y years ago, the crew wears 1800s-er- a garb, cooks under an open fire, and has fished for some of their food. They paddle part of the way, but fire up the engines of their replica keelboat and two smaller boats when the current gets too strong. Camped along the shore here Wednesday, four days after the encounter and about 50 miles upriver, Norman Bowers said he was surprised by the Indi- ans' reaction especially after the group received a warm reception during the first 900 miles of its trip. "We did not expect to be treated in the fashion that we were," Bowers said. The Indians said they will continue peaceful protests during the and expedition members said they will not alter their northwesterly course. The journey will end for the season on Nov. 4 near Bismarck, N.D., then resume next year. The history buffs hope the will provide a public forum for both the significance of Lewis and Clark's explorations and the eventual effect on Indians. Press Norman Bowers, of Maryland Heights, Mo., who portrays Sgt. Nathaniel H. Pryor for a group of Lewis and Clark stands next to the boat the group is traveling on up the Missouri River on Wednesday near Fort Thompson, S.D. An Indian protest group has threatened the group and told them to turn back.
