Show Friday, October 1 Pay raise brings Alpine council up to par with area By CALEB WARNOCK - UTAH COUNTY When Alpine City Council members gather Tuesday for their regular meeting, it will be like so many others before it with one exception. Council members will be getting twice their old salary of $200 a month. During a recent council meeting, vwhen the topic of a pay raise came Thomas Councilman up, Whitchurch suggested that instead of the proposed 50 percent increase, council members should double their salaries plus $50 extra per meeting. After some debate, his suggestion passed Whitchurch said the increase is intended to compensate council members for taking time off work to attend city meetings and to encourage more people to run for 3-- 2. office. "Voting an increase is one of the most difficult things that anyone in political office could ever do," he said. "There isn't any way the city could really afford to compensate the council for all the time and effort for what they do." Prior to increasing their base salary from $200 to $400 a month, the first increase in four years, Alpine studied the compensation packages of eight other local cities and determined it had the lowest paid council members of those surveyed. The research showed that Lehi, a city of similar size, paid its council members $600 a month; American Fork, $1,000 a month; Highland, $200; and Lindon, $375. There is no standard pay scale for elected officials, and setting the rate is often a matter of keeping up with the neighbors. Darrell Cook, Mountainland Association of Government executive director, said it is common for cities to survey nearby cities to keep their salaries in line with each other. "I don't think they do it in a vacuum," he said. "They kind of look for what is going on in comparable-size- d cities." As a rule, Alpine council members collect a paycheck whether For example, Janis Williams, Alpine city recorder, said there is no attendance requirement or minimum hour expectation Alpine council members must fulfill to receive their base pay. Alpine Mayor Phil Barker, who is salaried at $6,000 a year, asked the raise not be applied to him. As with most cities, the salaries of the Alpine mayor and council are paid out of property and sales taxes. "I didn't run for the monetary reason, so the raise wasn't necessary or needed for me," he said. "If it helped to get people to be interested in the job then I might support the increase. David Alpine Councilman Adams said he voted in favor of the increase. "I just felt that the time being given was of sufficient value and wanted to bring it up to a standard of the other cities," he said.
