A reduction could be accomplished commensurate only with the services required by the taxpayer, and in proportion to a ' reduction by the cities and school districts. Utah County did reduce the mill levy this year .15 of a mill, making the total levy for county purposes 7 mills. This levy is less than other counties of comparable size, and the accomplishments 'and improvements made by the departments of county government have the compliments of our state departments. Questioning further reduction of the levy with accent on the substantial county reserve would be debatable. These reserves will be used, to assist the departments to expedite the increased work load devolving upon them ' because of division of land parcels, assessors inspection services, services, and the building and surfacing of new roads. A sum. of $100,000 of reserve funds was placedin the Infirmary budget in 1956, to match approved Federal funds that had been applied for in previous terms, to build a new chronic disease hospital for our aged people. Four years ago $125,000 was taken from the reserves to build a youth home, that is indeed a credit to our great county, Road Funds Utah County has an excellent arrangement with the cities when construction of roads within city limits is; required. The heavy county equipment is made available to the cities at less than cost. This is well received by the cities and road construction is catalogued with the county program each season. I am somewhat apprehensive to say that Utah County should levy for sufficient funds to take over all city road construction and maintenance.
