A new automated reporting system for contractors will be implemented this month beginning with Form 412, Report of Government Furnished Material; AF Form 413, Depot Maintenance Production Report; AF Form 414, Overhaul contractor Stock Balance Report; and the Department of Defense Form DD 250, Material Inspection and Receiving the Aircraft Directorate. The Contractor's Reporting System will eventually encompass all directorates. The contract financial management section of the Financial Management Directorate is implementing the system. With the manual reporting system, production reports and asset availability information comes about six weeks after the fact. In contrast, the automated system will enable contractors to keep realtime data, resulting in an annual projected savings On-Lin- e of $321,158. Repair contractors are required to produce reports informing the Air Force of the status of items sent to them. The primary benefit of the Contractor's e Automated Reporting System is that the Air Force production management specialist will have daily visibility on contractual production, said Robert Heywood, a supervisor for the Financial On-Lin- Management Directorate. It is also a great savings in time and money when current data is automatically fed into other systems, he said. For example, immediate information as to when work begins on an item and the availability of assets will be available. The automated AF Form 412 allows the contractor to daily input invoice figures. Information such as the dollar value of materials held by the contractor is then automatically maintained and totaled. DD Form 250, authorizing payment to the contractor, will be electronically sent to the accounting and finance payment office. This automated process will save $32,304 annually. With the automated AF Form 413, contractors will also input daily actions taken on the items they are repairing. Such action includes receipt of shipments, when work begins, and serviceable items shipped back to the depot. The system does all cumulations and ensures accuracy by checking that figures entered balance against previous data. On a weekly basis, that data is fed into the Contract Depot Maintenance Production and Cost System, which tracks all funding, assets, and government furnished material costs at a contrac- tor's facility. This process automates the largest manual workload in the contract financial management n and saves a projected $125,820 annually. When the end item is the only investment item located at the contractor's facility, AF Form 414 is no longer required. The information will automatically be gleaned from the computerized AF Form 413 and fed directly into the stock balance and conreal-tim- e ec-tio- sumption report. For contractors with investment items, the system will build a quarterly report including the end items. The contractor can add the remaining investment items. The cost savings resulting from these changes is $163,034 annually. All contractors with manual reporting will eventually use the system. Anyone requiring access to the data will be given user accounts. Contractors report through an 800 number that currently accesses the main-framcomputer with 10 phone lines. The automated reporting system, COLARS, is exscreens, said tremely user friendly with Heywood. Help screens, a user's manual, and careful contractor and customer training ensure that the system is used to its fullest capabilities. The COLARS systems has been expanded to accommodate Interim Contract Support repair contracts.
