Michael Chinburg, the only member of the 388th Tactical Fighter Wing to lose his life during Operation Desert Shield, was honored posthumously at Hill July 4. His parents, Pete and Ellen Chinburg, were in attendance at a ceremony that took place in the grassy area between the Officers' Club and the Family Support-Center. : A;' ' t i t it Captain Chinburg, a pilot from the 4th Tactical Fighter Squadron, died in a plane crash during a night training mission over Saudi Arabia, just days before the start of Operation Desert Storm. Sitting in the front row, the Chinburgs choked back tears as Maj. Gen. Dale W. Thompson Jr., Air Logistics Center commander, and Col. Michael Navarro, 388th TFW commander, remembered the accomplishments of the pilot. Competition is driven by Defense Management Report Decision 908, a strategy to strengthen depot main- tenance activities and reduce costs. One workload from each logistics center in the Air Force and Army will be offered for competition in 1991. Assignments will be based on cost, quality and schedule. This competition process breaks away from the traditional workload assignment structure. The pilot program spotlights AFLCs ability to compete against other services and private industry for depot maintenance and repair work valued between $1.6 to $1 1.8 million at each center.
