The carnival will feature kiddie and adult rides, games, concessions and entertainment. Under normal circumstances, the Tops in Blue team visits Air Force bases only once a year, but in honor of the troop's homecoming, Hill is being treated to a second performance, said Michelle Ruff, of Hill's Morale, Welfare and Recreation Division. Although dedicated to all returning troops, the show is open to the general public and is free of charge. Those who do not have access to the base are advised to use the South Gate for entry.
