Nearly half of all ideas submitted to the Air Force suggestion program are adopted and result in cash awards to the suggesters, yet less than 5 percent of Hill's employees participate in the program. Suggestions must fall outside an employee's primary job responsibility, but are usually associated with the person's own work place because he or she knows it best, said Janene T. Gandee, chief of the Suggestion Office, Human Resources Directorate. Following are the suggesters and their awards. Claude Williams, a production management specialist in the Aircraft Directorate, was awarded $3,593 for suggesting a change in the disposal method of certain and all planes. In order to remove a rubber coating on some outside surfaces, a damaged aircraft had to be shipped to Davis Monthan AFB in Arizona. The then had to be guarded under surveillance. Mr. Williams proposed a change to the demilitarization codes that allowed removing the coating materials at Hill. Daniel R. Jones, supervisory procurement analyst in the Contracting Directorate, suggested changing a requirement for blue ink on Air Force letterhead to blue or black ink. The suggestion earned $1,605 because by loosening the requirement for blue ink, the Automated Contract Preparation Systems letterhead could be used at all levels of management. The ACPS system, which produces 270 letters per minute, can only produce black letterhead. Beth Holt, supervisory procurement assistant, and Diane Anderson, contract negotiator, both of the Contracting Directorate, shared a $7,906 award when they noted that a newly developed mail label program could be used to accurately gauge the number of contract bid packets, called solicitations sets, that would be required. Solicitations sets are often expensive to produce. By printing a list of sets requested in advance, it was possible to control the F-16- D F-1- 24-ho- 6 ur number of sets produced, thereby eliminating waste. Harold E. Weber received a S 1,000 award for his suggestion that side panels on a film processor used by Navy aircraft carriers could be held in place with a better locking mechanism. The panels were subject to vibration during taking off and landing and had a tendency to fall off. This damaged the panels and could damage film through light exposure. The Navy approved the modification on every processor as it goes through repair or overhaul at Hill. Three pneudraulic mechanics in the ICBM Product Directorate, Marie J. Neri, Dennis R. Saenger and Pablo R. Valdez. shared $3,715. In the past, excessive corrosion on a pintle yoke assembly was cause to scrap the assembly. The mechanics suggested a method to refurbish and replate the assembly. An overpricing challenge resulted in a $3,592 award for Cleggett G. Riddings, an inventory management specialist in the Commodities Directorate. He challenged a contract with Rockwell International for the purchase of shock struts. After reviewing the contract, Rockwell submitted a credit, lowering the contract price by $150,390.
