However, the Southwest Gate, or Truck Gate as we know it, is primarily for large industrial tractor trailer traffic. The majority of this traffic occurs during early morning and afternoon business hours Monday through Friday. It is imperative that tractor trailers use the truck gate to avoid major traffic congestion at our other gates. Traffic surveys show an infrequent use of this after 6 p.m. and on weekends. The gaining organization will contact you before you are scheduled to report to your new job to discuss details such as your duty hours, the supervisor to whom you should report, the building and area where you will work, etc. This information was not included on your RIF letter because personnel only had the office symbol associated with your Jl new position. If it gets close to your reporting date and you have not heard from anyone, you may wish to contact the operations office in your directorate or in the directorate to which you've been reassigned. They should be able to help you contact the supervisor in your new organization. The RIF will reduce the oppor-tunities for many people to be promoted or move to other positions at their own request for quite some time. People who were separated by the RIF have priority rights to fill vacancies for which they are well qualified, up to the grade they held when they left. Downgraded employees have a priority right to be repromoted to positions for which they are basically eligible up to the grade they held prior to the RIF. This means the RIF will reduce the opportunities for many people to be promoted for quite some time. m I used to work at IRS. Do I have retreat rights to jobs I held there? Since the IRS is not part of the Hill competitive area, you do not have the right to affect one of their employees when you are displaced from your job here. However, you do have retreat rights to positions at Hill for series and grades that you held in any federal agency on a permanent basis. QIs it illegal for employees on base to participate in baseball sport leagues? I We have tried diligently to determine what fantasy baseball sports leagues are, but we have been unable to find anybody who can tell us. Someone suggested that they involve gambling. If so, they are definitely illegal under both base law and Utah law. Remember the definition of gambling it is the same under both legal systems and it has three elements: a) a game primarily of chance (as opposed to skill), and b) you directly or indirectly pay to play in return for the chance to win something, and c) a mathematical possibility of winning something of value. If fantasy baseball, whatever it is, does not meet those three elements, then it would not be gambling. We hope that all base employees obey the law both on base and off base. For instance, is the individual under active duty orders or just performing makeup for his or her weekend drill? If active duty orders reflect a report time after the civilian shift has ended, the individual may receive both military and civilian pay for that initial day. Conversely, the same would be true at the end of the military tour. Performing civilian duties and working consecutive man-day- s is not authorized. Why is such a drastic increase necessary? rf In the past year, Congress has legislated many changes in the way military child development centers do business. While these changes have greatly improved the quality of service, they have also caused a tremendous increase in operating cost. For example, since e Oct. 1, 1990, the center has operated at a deficiency of more than $88,000 and this deficit grows monthly. The loss incurred by the center is greater than the total income of the Morale, Welfare and Recreation Division; and allowing this loss to continue will have an adverse effect on the entire division. This loss, coupled with factors MWR has no control over, such as wages, ratios and fees, necessitated many changes that could year-to-dat- have been implemented some time ago. The reason for charging for holidays is the center payemroll continues since all regular and part-tim- e for are are most the paid ployees holiday (as federally employed civilians and military members, including most center patrons). In the past, the center adjusted its fees to cover the loss of income on holidays; this is not possible with the new income-base- d fee structure. MWR recognizes parent concern regarding charging parents while on leave or when their child is out sick. There are more than 200 famines waiting to get into the e center for care. By charging you for a few days, are you guaranteed space when your child returns. If the center could be guaranteed sufficient drop-in- s to cover the time children were out due to sickness or leave, this fee would not be necessary. I realize these changes are disturbing.
