He says such a school would postpone the need for a new elementary in American Fork from six to eight years and would saye the district money, since the schools are less expensive to operate. Le Baron goes on to list several other advantages of the middle school concept. Committee member LaMar Hatch takes the concept one step further with an alternative proposal which would convert the current American Fork Jr. High to a middle school operating on split sessions, with 6th and 7th grades attending part of the day and 8th and 9th graders attending the other part. The proposal would double the school's capacity and eliminate elementary overcrowding. Other reported advantages of the middle school are better elementary programs, a smoother transition to junior high school, a decrease in municipal facility or construction of the school by private industry, with the school leased back to the school district. Smith says the joint financing received alternative positive responses from the Highland City Council and Alpine Mayor Don Christiansen although Alpine officials said they would like to see the school build closer to Alpine than the school-owne- d property next to the Highland City Park at 10400 N. Alpine Highway. Smith says a possible concern might be the problem of school administrators not having clear control of who would be on the school premises at a given time. But he points out that no similar problems had arisen at facilities that had the shared nature in other communities. On the concept of leasing, Smith says, "Some major developers in Utah (are) very interested in the concept and would be anxious to meet with the school district to discuss it." However he points out that legislative mandates about school discipline problems, better teacher morale and improved curriculum. Disadvantages listed in Hatch's report include increased busing and utilities costs, a negative public attitude towards split sessions and the need for students to travel to and from school in darkness. Hatch suggests busing students during the times of the year when there could be a problem or lengthening the school year to shorten the school day. "There are so many advantages to this alternative in terms of costs and quality of education that it should be considered carefully," the report states. Jesse Adamson, another committee member, submitted a survey of Highland community residents showing that most did not favor going to Lehi, but if Highland students had to go, that they would rather go as a community rather than see the community split (See April 11 edition of this newspaper). Dennis Smith submitted a report on two alternatives - joint financing by Alpine and Highland of a school- - - expenditures presently make it difficult for schools to lease because the fund would have to come from maintenance and the limited operation funds, rather than the capital outlay funds used to build new schools. In a report designed to look at d the leaving students in American Fork Junior High, committee member Cinda Clement says the current school can "handle the anticipated growth of up to 1,800 students by five years from now (not as was intended as a 1200 school but fairly well ), except for the lunch problem." In dealing with concerns about the site, the report includes a letter from Zirbes Engineering out of Provo which points out that the location would would require extensive road work, as well as curb, gutter and sidewalk construction. Sewer and water lines would have to be moved to the site and it also has some potential drainage problems which the report says could be corrected, "but could be expensive." The report also looks at the advantages and disadvantages two smaller schools in each community as opposed to one large one in Lehi, an alternative the report says would be the "most popular with all of the communities involved. The increased costs of the plan could be offset by postponing construction of one of the buildings until the funds are available, the report says.
