We cannot build a. high wall that will keep people and change from coming to Utah County, but we must not sacrifice the very qualities that make this such a desirable place to live, work, and raise our families. Therefore, it is the obligation of elected officials to use their best judgment and the united efforts of our people to assure that growth is channeled for the benefit of both the present and future vacation same taxpayers. We need to coordinate the efforts of all these governments. Each of us needs to go the extra mile to resolve such effective and issues as sensitive economical fire protection, services to senior citizens and other deserving groups, and fair distribution of local government service costs." Harlow adds, "Local government affects the lives of all of us, 24 hours I day, 365 days a year. Consequently, the performance level and productivity of our local governments are critically important to our personal safety, health, and convenience and to our communities' economic vitality. In this time of rapid growth, technological change, and economic uncertainty our local governments must work not only harder but smarter as well, to produce more for each dollar we spend.
