Show CASTLE VALLEY TIMES urging the Town Council to correct the violation as soon as possible and to let the POA know how it can help support the Town. Ken reminded the Board that people already have the option to add onto their homes to make more space for elderly parents, guests, or children. Jack reported that the Town has dealt with at least 3 other instances, and this is notjust singling out Darr Hatch. Ken moved to approve the resolution. Trish seconded. Richard stated that he has not seen anything wrong with having a guest house for parents. Richard said that Darr was planning on keeping both dwellings, but that he was thinking of connecting them with a 150’ breeze— way. Trish pointed out that there would still be two kitchens and therefore would be 2 dwellings on the lot. Floyd mentioned that it will turn into rental units down the line. Vote: Trish, Ken, Mike and Jack in favor of motion to approve resolu— tion; Richard opposed. —Jack Campbell TOWN COUNCIL NOTES-JUN E 10th —by Dave Porterfield “A Most Unusual Meeting” Council Members present: Mayor Bruce Keeler, Robert Ryan and Darr Hatch. The posted starting time was 6:30pm, however at that time the only Council member present was Mayor Bruce Keeler. At aproximately 7pm Councilman Robert Ryan walked in. Bruce announced that there was no quorum, normally 3 of 5 Council members must be present in order to legally hold a meeting. Still missing were Dave Wagstaff and Darr Hatch whom Bruce had previously announced had told him he had to work late. Instead of canceling the meeting, it was decided to go ahead and make some announcements, answer a few questions from the public and discuss the Agenda items in the hope that either Dave Wagstaff or Darr Hatch would arrive thereby achieving the required quorum to begin the Council meeting. It was announced by Town Clerk Dorothy Harding that copies of the proposed budget would be available from her to anyone that was interested. FLAGRANT TIMES Her phone number is 435 2599828. Other announcements: 1. The Town will hold a public hearing on Thur. June 18th 1998, 6:30 PM. at the Castle Valley firehouse to adopt the final budget for fiscal yr. 1999 and to amend the budget for fiscal yr. 1998. 2. The Town of Castle Valley will hold a public hearing on Wednesday June 24th 1998 at the Castle Valley firehouse on proposed Ordinance #98—2 amending sections 1—5—4 of Town ordinance #85—3. [full text was in last month's CV Times-the amendment would allow multiple houses on each lot.] 3. Mayor Keeler armounced that the Town Attorney had advised him that the proposed amendment could not be enacted as it would effectively reverse the intent of the original ordinance and would therefor be illegal. ****PLEASE NOTE*** This proposed amendment was originally introduced by Council mem— ber Dan Hatch after he had illegally moved a modular home onto his prop— erty without the required Town Permit. (Since then the Town has red-tagged the project, which means that no further work can be done on setting up the modular home) Darr tried to present it at the May 1998 Council meeting, at which time he was informed by Mayor Keeler that it would have to be submitted to the Town Planning & Zoning Commission for their recommendations prior to even being considered by the Town Council. Darr presented his proposed amend— ment to the P812 Commission May 1998 meeting. The P&Z unanimously voted to recommend rejection of this amendment in as much as that 85—3 had been passed to prevent exactly one of the type of things that Darr's pro— posed amendment would allow, name— ly allowing a 2nd residence on each 5 acre lot. It would be hoped that when the council meets to decide that issue that Darr will choose not to vote - JUNE 15, 1998 - 7 in other publications dealing specifically with Utah City Councils. Although it appears there is nothing in Utah StateLaw that would prevent him from actually doing so, Darr would be clearly going against State guidelines for City Council procedures. 5. Deliberation on the proposed hunting ordinance was postponed till the July Council Meeting. 6. The deadline for application for the Town Scholarship will be in July in time for the next meeting. 7. The proposed animal control ordinance was read and discussed with those in attendance and sent back to the P&Z Commission for further work. POA Report from Chairman Jack Campbell. Jack stated that the POA had voted to spend up to $1000 for the annual Spring clean—up. Dumpsters will be placed on the City Lot on June 27th and property owners may dump non—kitchen trash and household items free of charge. No refrigerators or other appliances containing freon type refrig— erants can be accepted due to EPA federal laws. [Watch for more info at front gate about this.] The Annual meeting of the POA membership has been set for Sat, Oct. 17th, 1998 to allow time for members to arrange their schedules so they can attend the meeting if they wish. More members may attend this meeting because of the chance to amend the Covenants. The POA strongly urged the Town to correct the recent zoning violation by Darr Hatch. Recent POA & Town surveys showed a strong majority in favor of only one residence per 5 acre lot. The POA Board felt that more than one dwelling per lot would involve sewage & water issues that have yet to be addressed, as well as increased traffic and lifestyle issues. —MORE COUNCIL, p.3 “Castle Valley View Points.” or deliberate on this issue.
