Show CASTLE VALLEY TIMES FLA GRANT TIMES Castle Valley, Utah - Volume 7, Number 5 - June 15, 1998 TOWN COUNCIL MEMBER NEW POA BOARD MEMBER The POA Board appointed Mike Dege to fill the remaining term of POA Board member Bill Gasaway. Mike and his wife, Janis, have “almost finished” building their Castle Valley home on the upper end of Homestead Lane. Mike may be the first non—residing POA Board member. Mike is kayaking director for the Wasatch Mtn. Club and works for the Novell computer soft— ware company in SLC. CONTINUES VIOLATION setting up a simple web-site, etc. With about 2/3 of the POA members not yet It’s hard to think of anything more improtant in protecting the essence of Castle Valley, than maintaining the “one dwelling per lot” rule. Only about l/3 of the lots now have houses on them. There are about 450 lots in the Castle Valley River Ranches. That means that given the present “one house per lot” rule, approximately 300 more houses can still be built. If the community allows just two houses per lot, that will mean eventually another 750 houses (300 + 450) will be built. [These are round living in the valley, this could be very figures; there are about 440 lots that useful in the future. are “buildable. ”] He has promised to help the POA take advantage of some of the newer forms of communication, such as TOWN COUNCIL AND PLANNING COM POSITIONS OPEN: Please contact the Town of CV if you would be interested in either position, HC 64 Box 2705, Castle Valley, Ut 84532. [These positions are still open as of 6/15/98.] PUBLIC HEARING ON MULTIPLE DWELLING AMENDMENT On June 24th the Town Council will hold a public hearing on Darr Hatch’s proposed amendment to allow multiple dwellings on each lot. There would be no maximum number of houses per lot or any size limits on the additional houses. The hearing will be at 6:30pm at the CV fire station. ‘ There are also very large amounts of State Land in the valley and in the Town that will probably be developed. No one knows what the water resources are for the valley at this time. Increas— ing the housing density could have a major impact on the sewage (nitrates) handling capacity of our aquifer. Presently, the five acre lot housing density gives some feeling of open space. There are so few towns that have a chance to keep this kind of feeling, it’s very hard to realize that at any time the community may loose the ‘Vvill” to ‘just say no" to the people who will PUBLIC HEARING FOR TOWN BUDGETING There will be a public hearing on June 18th at 6:30 pm to amend the Town budget for this past year and to adopt a final budget for the coming year. The meeting will be at the CV fire station. Violator Continues Violation from time to time be breaking the basic rules for their own self interest. Two months ago Town Council Member Darr Hatch violated the Town zoning ordinance by moving a second dwelling onto his lot without a permit. The zoning ordinance clearly requires a permit to move a structure onto a lot and does not allow more than one dwelling per lot. Darr already is living in another dwelling on that lot, There has always been a vocal minority that wished to have various types of additional houses on their lots, including: guest houses, “granny cottages,” duplexes, rental units, and full fledged additional residences. No one has yet found a way that something like a simple guest house won’t lead to a serious weakening of the one dwelling per lot limit. The scenario with Leroy Pacheco several years ago was a good example of this. First there was a “studio.” Then there was an aging father living in the studio. Then after the father had been taken to a nursing home, another family moved into the “studio.” After much legal hasseling, the Town finally got a court judgement that the studio never be used as a dwelling again. Since people can already expand their houses to accomodate guests, relatives and even paying roommates, it seems a pity to jeapordize the open— ness of Castle Valley by radically increasing the eventual number or residences in the Town. —Jack Campbell CASTLE VALLEY STATE LAND SALES--1999 State Lands is proposing to sell 400 acres of land (in four parcels) in Castle Valley next year.
