Town work on his second driveway. SOUTHERN UTAH COUNCIL OF GOVERNMENTS: CV has been asked to complete “memo of understanding” regarding needs of rural cities. CV will be paid $281 for taking part in this survey. GREENBELT: Jack Powers was given permission to plant trees on one of the greenbelt lots adjacent to his own lot. ROAD COMMITTEE: Road supervisor job description; Town is looking for used water truck; discussion of culverts and private roads. IRRIGATTON: Cleanup scheduled for Saturday after Easter, this year Man thinks he rules this desert land, And all must go his way. But it’s really the creepy things That hold the desert in their sway. April 17. TOWN COUNCIL MEETING TOWN LOT: Plans have been completed by Dean Kerkling, Castleton resident and professional land use planner, who donated 30 hours to develop plans for facilities and various use areas (see Page 6, this issue). Milt POA/Town Notes Meetings of April 7 PROPERTY OWNERS ASSOC. FENCE REPAIR: Discussion about poor quality of fence repair on gate leading out of Upper 80 and challenges of repair in general. Fence maintenance is POA responsibility and should be hired out to someone with fence construction skills, even if cost seems higher. In the long mm it may be less expensive. DELINQUENT DUES: Discussion about delinquent dues policy. Question as to when dues should be declared delinquent. By-laws state that POA dues are due on January 1. Some said this is too close to Christmas, others said the amount was small enough that people should plan ahead. Delay causes confusion. ANNUAL TRASH PICKUP: Dave Warner will be contacted and arrangements made for this year’s trash pickup. Major agenda items deferred to joint portion of meeting: tent caterpillars and CV Drive dedication. JOINT MEETING, POA/TC TENT CATERPILLAR CONTROL: Ed Derderian has found an aerial spraying contractor in Grand Junction who will spray caterpillarspeciflc BT agent for about $35 per acre. John Groo suggested that the Town and POA pay for the spraying if total cost seemed reasonable. POA allocated up to $990 at March meeting to cover spraying the POA-owned greenbelt lots. John and Ed will meet with contractor to get bid. JOINT BUDGET MEETING, POA/Town of CV: April 21, 7:30 at firehouse. ROADS: Grand County is still willing to chip seal Castle Valley drive but needs an interlocal agreement with the Town before doing the work. (They can’t work with a private corporation like the POA). To do this, Castle Valley drive, which is now owned by POA, must first be deeded to the Town. Two-thirds of all CV property owners must approve this action before it can be taken. It was unanimously agreed that John Groo and the POA would prepare a letter and ballot to be mailed to all property owners as soon as possible. This agreement with the County applies only to Castle Valley Drive, not our side roads. Those attending the meeting seemed strongly in favor of the action. This could free up our very limited funds for better maintenance of the side roads. Other discussion involving roads: problems and complaints about ATV use on community roads; Shafer lane through traffic (how to stop it); another request from Merrill Brady that the Walston witched two well sites on the Lot two weeks ago and John Groo will have Beeman begin drilling soon. Funds for drilling were appropriated two years ago. PLANNING COMMISSION: Much diverse discussion regarding functions and duties of the Planning Commission—freedom and liberty, how we can live together, dreams for this community in the years ahead. HOME OCCUPATION PERMIT was approved for John Flahie. Richard CASTLE VALLEY SURVEY: It was suggested that a survey of CV property owners would be helpful in setting community goals. Richard Stuckey offered to pay for mailings to poll lot owners if there were any new restrictions being considered by Town or POA. METAL ROOFING MORATORIUM was abandoned (see Page 7). TOWN ATTORNEY: David Church was chosen as Town Attorney for legal questions which will arise. Church works for Utah League of Cities and towns and will work for CV on a per hour basis only when needed. SPECIAL SERVICE DISTRICT APPOINTMENTS: County Recreation District, Trish West re-appointed; County Waste Management, John Groo appointed; County Hospital District, Peter Haney appointment continues.
