Elder Richards practiced law in Utah until 1934, when he was named first Utah Director of the Federal Housing Administration. He was later appointed National Commissioner of FHA, with headquarters in Washington D.C. After devoting nearly 18 years to public service he resigned as FHA Commissioner in 1952.
