Election of officers was held Thursday morning following the final meeting of the WLC for this biennium. Speaker for the morn ing was Utah Representative Richard C. Howe who has just completed his sixth term in the legislature and served as speaker of the house for this session. Mr. Howe began his legislative career in 1951 at the age of 27 At that time he was the youngest member of the legislature. "This was an outstanding ses sion." Mr. Howe Said and quipped, "This is the first time during my six terms in office, that my party (Democrat) has been in the majority." He said that 650 bills were introduced during this session. He chose to comment on the four proposed constitutional amend ments which will be on the ballot The first is the a- in 1972. mendment to lower the voting age to 18. Introduced many times before, this amendment was made federal law by congress this past session. States still have the right to legislate voting age on state offices, he said. How ever, if the bill is ratified by 38 states it will be unnecessary to amend the state constitution. Mr. Howe felt that Utah may be one of the 38 states to do so. This would do away with the nec essity of a dual ballot, he said. Dr. Robert P. Sherwood Df Sacramento, California, former Lehi resident, visited with family members in Utah, last week.
