The federal government declared 18 counties national disaster areas, entitling them to emergency funds from the Federal Emergency Management Agency. On June 22, Matheson reported to the legislators that FEMA would pay 75 percent of all flood related damage costs. The state will be expected to pay the remaining amount, which could reach $50 million. At the June 23 special legislative session, Matheson proposed a tax hike to raise revenue for roads damaged by the floods.
