In open court, the states of Maine, Massachusetts and Indiana are going to reveal some of the most grotesque extravagance ever attributed to any government agency. At the same time, the National Assn. of Attorneys General is probing the documenting what postal service may be construed as fraud. Legally, that's strong language. But more and more the evidence appears to warrant strong language. Indiana's Atty. Gen.
