The two pilots fly small planes mounted with wing-ti- p generators that dispense two grams per minute of the chemical. Normally, only one generator is ignited at a time, except during hail suppression, when heavier doses of the silver iodide is needed. Cost of the chemical is approximately $72 a pound, Flavin pointed out. Each gram of the chemical is capable of producing 10 to the fourteen power of ice crystals. In addition, each plane has ten or more flares on each side which are used primarily in hail suppression for releasing greater amounts of the chemical. The flares, which produce a flame, have prompted calls from people on the group reporting burning airplanes, Flavin said. On days when the potential for more storms over much of the general-typ- e county exist, Flavin also makes use of five ground generators located in Snowville, Lucin, Grouse Creek, Corinne and near A wing-mounte- d The meteorologist said the program undertaken by Box Elder, Cache and Rich counties, along with some private supporters, is not designed as a test program. It takes five to ten years to gauge the effectiveness of the seeding program because of annual fluctuations in the rainfall totals. If 1976 proves to be a dryer than normal year, the program could suffer in the public eye, even though seeding may have increased the available rainfall by as much as ten percent. On the other side, a wetter than normal year wouldn't hurt the program's image. "The program is based on the fact that there has been extensive research that clouds seeded the right way give more rain and less hail," Flavin concluded. While Flavin's pilots can't stop the rain, they can stop hail, many times, when it is in process or before it has a chance to begin, by turning it into rain. Flavin said his pilots use a method known as "cloud-bas- e seeding" where updrafts are used to carry the chemicals into the clouds. The method is a little less expensive than seeding. The one at Snowville, for instance, is located near a local service station. . The chemical released by the generators is invisible and odorless, as well as harmless, Flavin added. The meteorologist acknowledges that there are limitations to the effort to help out Mother Nature. "Very often we can start the rain ahead of time," he said.
