August 25, 1955 Utah 's High i cay A cciden ts Costs 22 Million in 1954 Better enforcement of traffic laws and more uniformity in handling convictions of serious traffic offenses are the keys to improved highway safety problem in Utah, so say the analysts of Utah Foundation in a research report on the traffic safety problem in Utah released today. Improved records systems, particularly the prompt reporting and recording of of major offenses, clearing through a centralized record division, would be a major spur to improve enforcement and judicial handling in traffic cases, the report emphasizes. The study points out that last year highway accidents in Utah took the lives of 209 persons, caused nearly 4,500 injuries, and resulted in a total economic loss of approximately $22,000,000. Experience indicates that more than nine out of every ten highway accidents are caused by driving errors or by a combination of driving and pedestrian errors. , the Commenting on needed changes in of having three report savs that the present arrangement separate agencies handle and analyze accident records and reports results in duplication and overlapping. Moreover, the information derived through the present system is often too scanty to be used for effective corrective measures. record handling activities in Utah in- records division not only would be in the inter- to a central est of efficiency and economy, but would also greatly in crease the volume and quality of data available for accident prevention purposes, Utah Foundation analysts say. No clear-cu- t policy of coordination between state and enforcement local traffic agencies exists at the present time, been made during recent years to has some effort although to assume a greater portion of communities local encourage the responsibility for traffic enforcement work. However, one of the problems encountered in this regard has been the lack of training in traffic matters among many of the local police officers. In order to be most effective, the time and equipment of the State Highway Patrol should be utilized on those highway sections where accidents are occurring and during the hours that they are happening. The key to such selective enforcement is an adequate records system. , Since the chief function of the ports-o- f entry and checkhas been the collection of taxes and fees from stations ing truckers, it would appear that this activity; should be transferred from the State Highway Patrol to the State Tax Commission. Such a recommendation was made in a special study prepared for the Legislative Council in 1952: The report notes that at the present time very few of the eligible high school students in Utah complete a driver training course which will meet recently adopted standards. Such courses have been recognized as an effective means of curbing the high accident rate among youthful drivers. Studj ies in other states reveal that persons who have had driver education courses have fewer than 50 as many accidents as do untrained drivers. S. diplo matic recognition to the Soviet regime in 1933, talks have taken place some 3400 times. These meetings have produced at least 106 million words and exactly 52 major agreements. Only two of the agreements have been honored by the Soviets: (1) to enter the war against Japan (two days before it ended, and strictly to her benefit); and (2) to permit Western air corridors to Berlin (of good propaganda value). Repudiate Conquest Before we take our first step toward trusting the Soviet leaders' words and placing our faith in their agreement, we should bulmiui ine tiea dictators to a reasonable test. They should be asked to effectively repudiate the Lenin line of the Communist International, to which all of World Communism is publicly dedicated. The Lenin line calls for the overthrow of the capitalistic nations' and declares that the world cannot contain communism and Capitalism: one or the other must be destroyed. Before we give away secrets or alter any of our national defense plans and goals, we should insist that the Red dictators publicly identify each of the 5,000.000 Fifth Columnists conspirators in the 60 nations outside the Iron Curtain, and transport them to Russia unless they wish to renounce their revolutionary program of action. A congressional committee, after a study, has placed the Fifth Column figure at 5,000,000. Let the Kremlin now actually break up this vast network of conspirators, trained for years in techniques for conquering all nations. This would be a reasonable test for the Soviet sincere- Soviet-America- two-ye- n as they see fit, then the world could look forward to the greatest era in the history of mankind. America, in whatever dealings it has with the Communists bosses, must express a demand for these objectives over and over again. We cannot claim to be a Christian nation unless we do. We cannot keep alive the hope of the enslaved millions unless we do. America has the weight of military strength, the over whelming productive strength, and it should deveop the moral strength to back up such de mands upon the Soviet leaders. Russia is in serious trouble. The Communist idea is proving to be a terrible failure for the masses of humanity on whose behalf is was supposed to have been conceived. The specter of hunger stalks across Russia and China; the dictators are fearful. Here in America, on the other hand, the free way of life, the Godly way, is proclaimed with abundance and with incompar able economic strength. The Red dictators are desperate for time to consolidate their tyranny over the lives of 900 million people and then use them to conquer the world. America must do everything it can to thwart this evil plan. These are practical considerations. They would not molest the present communist empire except at the three points, in Germany, Korea a and where nations are split unnaturally. There is. of course, another acid test to which the Kremlin must be subjected before the U. S. accepts Soviet Russia as a decent world neighbor worthy of trust and friendship. The demanding of this mandatory acid test would in itself be a test of the moral character of the TJ. S. A. The test is this: All the nations that have been subverted or otherwise taken over by Communists must be froed and permitted to choose their own way of life.
