For example, by way of illustration but not limitation, the looping of water lines cr the creation of redundancy in the availability of electrical services; or where existing city services are available in close proximity but it is not possible to annex or not advantageous to the City to annex at this time. Users outside the City limits that are currently connected to the City water system may remain connected to the system. According to Utah Code, the City can only deliver outside the City limits surplus water.
